The notice points out that it strictly implements the requirements of "three zones and three lines" of land space planning, optimizes the spatial distribution of large-scale photovoltaic bases and photovoltaic power generation projects, and reasonably arranges the scale of new land use for photovoltaic power generation projects, layout and development sequence. The new construction and expansion of PV power generation projects shall not occupy permanent basic farmland, basic grassland (before the latest optimization and adjustment results of the basic grassland in the province are announced, it will be determined in accordance with the current management scope), and Class I protected forest land.
