The State Administration of Financial Supervision and Administration issued the Circular on the Issuance of the Encouragement List and Negative List for the Business Development of Financial Leasing Companies and the Positive List for the Business of Project Companies. Among them, the Encouragement List is oriented to national strategic needs, and includes important equipment and major technical equipment such as agricultural machinery, wind power and photovoltaic, photo-thermal power generation, pharmaceutical research and development, and ships in 27 industries, including agriculture, forestry, animal husbandry and fishery, new energy, pharmaceuticals, and ships and marine engineering, in the scope of the Encouragement.

The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued a circular on the Basic Rules for Medium- and Long-Term Transactions in Electricity -- Special Chapter on Green Power Transactions. The Circular states that power grid enterprises will effectively fulfill their responsibilities for power measurement and electricity bill settlement, and guarantee the implementation of green power trading contracts.

Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued opinions on improving the market access system. It mentioned, among other things, the scientific determination of market access rules.
