In order to further promote the modernization of the electric power security governance system and governance capacity, according to the "National Energy Board on the issuance of the" 2025 Energy Regulatory Priority Tasks List "Notice" (National Energy Development Regulatory [2025] No. 4) arrangements, the National Energy Board decided to organize and carry out the construction of electric power security governance system special action across the country. The relevant matters are notified as follows.

I. Objectives of work

Firmly establish the overall national security concept and the people-centered development idea, fully implement the "National Energy Administration on Strengthening Electric Power Security Governance to High-Level Security to Guarantee the High-Quality Development of the New Electric Power System Opinions" (National Energy Administration Security [2024] No. 90, hereinafter referred to as the "Opinions") requirements, to promote further implementation of the series of initiatives on electric power security governance, further improve the electric power security governance system, and effectively enhance the effectiveness of electric power security governance in various aspects and links. The Opinions will promote the further implementation of a series of electric power safety governance initiatives, further improve the electric power safety governance system, and effectively enhance the effectiveness of electric power safety governance in all aspects and links, so as to better safeguard the high-quality development of the new type of electric power system, and provide sufficient kinetic energy for the modernization of Chinese style.

From the date of issuance of this circular until December 2025.

III. Priority tasks

Provincial energy authorities, sending agencies, power enterprises and various types of grid main body in accordance with the "Opinions" content and the annex "electric power security governance special action task breakdown table" requirements, one by one against, in-depth sorting out the unit of electric power security governance work, seriously investigate the problem of insufficiency, the implementation of enhancement initiatives, establish and improve the long-term mechanism to ensure that electric power security governance ability to effectively enhance the level.

IV. Organization of work

(i) Work deployment phase (from the date of issuance of this circular to March 31)

The provincial energy authorities and dispatching agencies shall, in accordance with the division of responsibilities, promptly convey the contents of this notice to the municipal and county-level energy authorities, power enterprises and various types of grid-connected subjects under their jurisdiction, and put forward the work requirements. The enterprise members of the National Electric Power Safety Committee should combine the actual situation of their units, refine and decompose the tasks at all levels, clarify the objectives, time limits, responsibilities and other key nodes, and grasp the work deployment arrangements.

(ii) Comparison and implementation stage (April 1 to October 31)

The main body responsible for the in-depth implementation of the content of the Opinions, against the annex to check the various types of problems and weaknesses in electric power safety governance, improve rules and regulations, rationalize the institutional mechanism, accelerate the improvement and enhancement, and continuously strengthen the construction of electric power safety governance system. Provincial energy authorities, the dispatching agencies can be combined with energy and electric power production safety governance three-year action and other key tasks, tracking and supervising the progress of the special action of the relevant units to ensure the effectiveness of the work.

(iii) Evaluation and summary phase (1 November to 1 December)

Before November 7, each enterprise member unit of the National Electric Power Safety Committee should summarize the completion of the work of the unit and its subordinate units, including the item-by-item implementation of the annexes, the investigation and discovery of problems and deficiencies and the improvement and enhancement measures taken, etc., and form a summary of the work to be submitted to the National Energy Administration. Each provincial energy department and each dispatched agency shall summarize the work completion of the unit and the deployment and tracking of the implementation of the special action, and form a summary report to the National Energy Administration. Depending on the progress of the work, the NEA will deploy relevant personnel and experts to form a supervisory group to carry out random inspection and supervision of key units.

V. Work requirements

(a) Strengthen organizational leadership. Each unit should attach great importance to this special action, well-organized, carefully deployed, detailed division of responsibilities, and grasp the implementation of the task. Provincial energy authorities, the dispatching agencies to track the work of power enterprises under their jurisdiction, strengthen cooperation, through joint on-site supervision, regulatory interviews, etc., to jointly supervise and guide the power enterprises under their jurisdiction and various types of grid-connected subjects to implement the requirements of the special action to enhance the level of security governance.

(ii) grasp the rectification and improvement. The relevant responsible units should focus on a high level of security to ensure the high-quality development goals of the new power system, seriously implement the requirements of this notice, comprehensive, in-depth analysis of the weaknesses of electric power security governance and trace the root causes, find the foci of the disease, do not avoid, do not make false statements, to improve the institutional mechanism, improve the rules and regulations, strengthen the technical support, enhance the security management capabilities and other aspects of the practical approach to see the effect of the timely elimination of the loopholes, Make up for the short boards.

(c) Strict adherence to work discipline. On-site supervision should strictly implement the spirit of the eight provisions of the Central Committee and its implementing rules, light travel, integrity and self-discipline, solid supervision and inspection, and eliminate formalism.
