Shanghai Action Program for Accelerating Green and Low Carbon Transition (2024-2027)
In order to deeply implement the requirements of the state and the city on the deployment of carbon peak carbon neutral work, with major application scenarios as the traction, technological breakthroughs as the kernel, and institutional mechanism innovation as the guarantee, to accelerate the cultivation of key green and low-carbon industries, and to further promote the city's green and low-carbon transformation, the formation of a new quality of productive forces, and to promote the economic and social development in a sustainable and high-quality way, to formulate the action program.
I. Green and low-carbon transition in key areas
(i) Energy
Fully implement the "PV+" project, and by 2027, the installed capacity of PV in the city will reach 4.5 million kilowatts. (ii) Industrial sector
Promote the energy efficiency of key processes in Baowu Group's Shanghai base to reach the level of demonstration benchmark, carry out the utilization of waste heat and energy resources, and promote the upgrading and transformation of production processes and key energy-using equipment for energy conservation and carbon reduction, so as to realize energy savings of 1% per year.Promote the transformation of iron and steel production processes from long to short processes, and increase the utilization of scrap steel resources. By 2025, the ratio of scrap steel will reach more than 15%; it will have the technical ability to reduce carbon by 30%, and the carbon emission intensity of tons of steel will be reduced by about 5% compared with that of 2020. Increase the development and production of high-performance steel such as oriented silicon steel for high-efficiency transformers, and realize the large-scale supply of high-grade green low-carbon products. Continuously promote the overall transformation of key areas such as Gaoqiao and Wujing. Implement technological transformation such as short-flow preparation of basic chemicals, promote system energy saving and energy integration and optimization, achieve energy saving of 1% per year, and promote the unit consumption level of key products such as crude oil processing and ethylene to reach the advanced level in the industry. Promote the gradient utilization of energy and recycling of materials, and strengthen the efficient utilization of by-product gases such as dry gas and liquefied gas in refineries. Build a "park within a park" in the Shanghai Chemical Industry Park, focusing on carbon-neutral and key new materials and other industries. We will carry out energy-efficiency diagnosis and energy audits, promote the renewal and upgrading of key energy-using equipment, push forward the implementation of a number of energy-saving and carbon-reducing technological transformation projects, and continue to push forward the demonstration of green manufacturing. (iii) Transportation
Optimize the functional structure of the bus network and strengthen the integration of the rail and bus networks. Combined with urban renewal and the "15-minute living circle" to create a convenient and comfortable slow-moving traffic system, improve the quality of sidewalk facilities and optimize the walking environment. By 2027, the proportion of green transportation in the central city will reach 75% or more. Accelerate the full electrification of urban public sector vehicles, and by 2025, buses and cruising cabs will be basically electrified. Party and government organs, state-owned enterprises and institutions, sanitation, postal services and other public sector new or renewed vehicles in principle, the use of new energy vehicles; encourage urban freight vehicles, rental cars, city chartered vehicles have the appropriate model of new or renewed vehicles using new energy vehicles. Encourage the development of electrification in the field of social passenger vehicles, and by 2027, the proportion of pure electric vehicles in the newly purchased vehicles of individuals will be more than 50%. Promote new energy medium and heavy trucks in an orderly manner, and actively promote the application of fuel cell heavy trucks and trucks. Promote direct river and sea transport, inland river container transport, and build a multimodal transportation center in Lingang. By 2027, the volume of sea-railway intermodal transport collection and evacuation will reach about 1 million TEU, and the ratio of container water-to-water transshipment will strive to increase to more than 52%. Eliminate old airplanes and ships, improve energy-saving and carbon-reducing technologies such as airframe and hull configurations, power systems, etc., and continuously improve energy efficiency of airplanes, ships and other means of transportation. Promote the application of electrification for inland waterway vessels, and encourage new ferries, Huangpu River cruise ships and other inland waterway vessels to adopt electric drive. Promote the use of green alternative fuels in aviation and ocean shipping. By 2027, the city's consumption of green methanol for ocean-going vessels will reach more than 100,000 tons, and the consumption of sustainable aviation fuel for airlines will reach more than 10,000 tons. Promote the construction of green airports and green ports, and adopt clean energy or new energy in principle for new and renewed operating machinery, on-site equipment and vehicles, and basically phase out non-road mobile machinery with National II or lower standards by 2027. (iv) Construction
In conjunction with the construction of the five new cities and urban renewal, key technological innovations and large-scale applications such as ultra-low-energy-consumption buildings, renewable-energy building integration, energy storage, and high-efficiency electrification alternatives for buildings will be carried out. Increase the energy-saving renovation of existing buildings, and on the basis of ensuring the completion of energy-saving renovation of 30 million square meters of existing buildings in the Fourteenth Five-Year Plan, complete energy-saving renovation of another 20 million square meters by 2027. New large-scale public buildings will be constructed in accordance with the three-star standard for green civil buildings. Promote ultra-low-energy-consumption buildings on a large scale, and by 2027, a total of 20 million square meters of ultra-low-energy-consumption buildings will be implemented. Promote the application of "photovoltaic+" in buildings, and by 2027, the coverage rate of photovoltaic on the roofs of public organizations and industrial plants will reach more than 50%. The city's building energy and carbon emission intelligent supervision platform will be built, and by 2027, 120 million square meters of public building area will be included in sub-metering and online monitoring. Implement a building energy efficiency measurement and labeling system. Encourage government-invested public buildings to take the lead in the construction of near-zero energy consumption and zero-carbon buildings. Combined with urban renewal and other efforts, encourage innovative demonstrations of near-zero energy consumption and zero-carbon for different types of buildings. Implement green construction in the whole process of engineering and construction, fully implement assembly-type buildings, promote fully-furnished residences, and promote the recycling and reuse of construction waste. Encourage the research and development of new building materials such as carbon reduction and carbon sequestration, and actively promote the application of green and low-carbon building materials and high-performance building products. (v) Circular economy
Improve the "4+X" recycling system of renewable resources, and build four major resource recycling bases in Laogang, Baoshan, the north coast of Hangzhou Bay and Lingang. Promote all relevant districts and units to arrange 1% industrial land for supporting the development of recycling economy enterprises. Establish an all-category, all-chain, traceable recycling system for renewable resources, optimize the layout of solid waste recycling sites and facilities, and strive to reach a total annual recycling volume of about 10 million tons/year of major renewable resources. Consolidate the effectiveness of zero landfill for primary domestic waste, accelerate the research and application of resource utilization technology for solid waste incinerator slag and fly ash, and promote the city's solid waste to achieve near-zero landfill. Deepen the implementation of the recycling transformation of parks, and further expand the coverage of district-level parks. Promote the construction of a number of "waste-free parks" and "waste-free cells". Promote the orderly development of second-hand commodity trading, cultivate a number of leading enterprises in second-hand commodity trading, and build no less than two centralized large-scale "flea markets" per million people. Demonstration and promotion of advanced dismantling and utilization technologies in the fields of end-of-life motor vehicles, waste electronic and electrical products, waste power batteries, etc., and development of resource recycling equipment industry. Construct Shanghai's circular economy management service platform, and strengthen the monitoring and analysis of waste and renewable resources. (i) Improvement of technological innovation mechanisms

Formulate guidelines for categorizing green projects and green benefit accounting and evaluation methods, establish green project libraries, and build and improve green financial service platforms. Support qualified enterprises to go public for financing and refinancing for the construction and operation of green and low-carbon projects, and encourage relevant enterprises and social capital to set up green and low-carbon industrial funds. Optimize the green financial performance evaluation standards of financial institutions, and guide financial institutions to provide long-term and low-cost funds for green and low-carbon projects. Promote the construction of trading platforms for hydrogen energy, green methanol, sustainable aviation fuel and other products. Encourage carbon financial innovation and accelerate the formation of a reasonably binding carbon price mechanism. Coordinate the effective connection between green power trading, green certificate trading and carbon emission right trading in the city. Give full play to the advantages of the national carbon emissions trading organization located in Shanghai, and explore the connection with the international carbon market. Establishing a sound price mechanism to promote the large-scale development of renewable energy, and exploring an electricity price mechanism that supports the development of new types of power systems such as new energy storage, renewable energy consumption and utilization, and load regulation.
