The Notice puts forward that, facing the demand for digital transformation and intelligent upgrading of key industries such as raw materials, high-end equipment, consumer goods and electronic information, focusing on the blockage points and pain points in the construction of smart factories, we will explore and cultivate a number of specialized suppliers who master core technologies, are deeply engaged in the niche industries, and have industrial genes, and enhance the integrated innovation of smart manufacturing equipments, industrial software and systems, and deepen the development and application of national and industrial smart manufacturing standards. "Strengthen the integrated innovation of intelligent manufacturing equipment, industrial software and systems, deepen the development and application of national and industrial intelligent manufacturing standards, and promote the formation of advanced and applicable, independent and controllable, replicable and popularized intelligent manufacturing system solutions, products and services and application verification.
According to the Notice, the high-end equipment industry includes: sensors and instruments, industrial mother, robots, automobiles and automotive parts, rail transportation equipment, medical equipment, construction machinery, agricultural machinery, aerospace equipment, ships and marine engineering equipment, energy equipment, basic parts and components.
The electronic information industry includes: electronic equipment, photovoltaic, integrated circuits and so on.

Provinces, autonomous regions, municipalities directly under the central government and municipalities with separate plans, Xinjiang Production and Construction Corps, the competent departments of industry and information technology and market supervision:
Implement the "Action Program for Digital Transformation of Manufacturing Industry" issued by the General Office of the State Council, according to the task deployment of the "14th Five-Year" Intelligent Manufacturing Development Plan, to build intelligent factories, solutions, standard system "trinity" work system, to create intelligent manufacturing "upgraded version". The relevant matters are notified as follows:
I. Objectives of the mandate
Facing the demand for digital transformation and intelligent upgrading of key industries such as raw materials, high-end equipment, consumer goods and electronic information, and focusing on the pain points of smart factory construction, we will explore and cultivate a number of specialized suppliers who master core technologies, are deeply engaged in niche industries, and have industrial genes, and strengthen the "string of pearls into a chain" of smart manufacturing equipment, industrial software and systems. Strengthen the integrated innovation of intelligent manufacturing equipment, industrial software and systems, deepen the development and application of national and industrial intelligent manufacturing standards, and promote the formation of advanced and applicable, independent and controllable, replicable and popularized intelligent manufacturing system solutions, products and services and application verification.
II. Requirements for declaration
(a) The declaring unit shall be an enterprise or research institute registered in the People's Republic of China with independent legal personality, and may form a consortium to declare. The main business of the lead declaring unit shall include R&D, supply and service of intelligent manufacturing system solutions. The unit that takes the lead in undertaking the task of unveiling the 2023 Intelligent Manufacturing System Solutions shall not take the lead in declaring again before the completion of acceptance.
(ii) The reporting unit should have a good foundation for technological innovation and implementation of intelligent manufacturing system solutions, the necessary sites, equipment, personnel conditions, perfect engineering R & D, testing, implementation capabilities, in the corresponding industries and fields with successful application cases, willing to take the initiative to cooperate in carrying out on-site assessment and publicity and summarization, and actively promote the typical experience.
(c) The reporting unit has good business and financial status in the past three years, no bad credit record, no major or above safety and environmental protection accidents, and no violation of laws and regulations.
III. Organization and implementation
(a) The declaring unit can combine its own actual preparation of "intelligent manufacturing system solutions" to reveal the "project declaration" (Annex 1), clear intelligent manufacturing system solutions products and services to reveal the list of tasks, in November 13, 2024 to complete the online declaration. The declaring unit shall be responsible for the authenticity of the declaration content, and ensure that the declaration material does not involve state secrets and commercial secrets.
(b) Each reporting organization can lead the declaration of one project, covering a maximum of three intelligent manufacturing system solutions listing tasks. The listing tasks should focus on a specific industry (Annex 2), and focus on the typical scenarios of intelligent manufacturing (see the Reference Guidelines for Typical Scenarios of Intelligent Manufacturing (2024 Edition) for details) to carry out integrated research and application verification.
(c) The competent departments of industry and information technology in each region, in conjunction with the competent departments of market supervision to organize the project recommendation work in the region. Provinces (autonomous regions and municipalities) recommended the number of projects not more than 20, planned cities, Xinjiang Production and Construction Corps recommended the number of projects not more than 5. Recommended work to adhere to the government-led, voluntary principle of enterprise, giving priority to recommend the application of significant, broad market prospects, driven by the role of the independent and controllable project.
(D) recommended units should be completed on November 20, 2024 online audit, according to the priority of the recommended projects to fill out the recommended summary table (Annex 3), and will be stamped with the official seal of the recommended units of the paper version of the declaration, the recommended summary table of each one submitted to the Ministry of Industry and Information Technology (Equipment Industry Division I).
(e) The Ministry of Industry and Information Technology and the General Administration of Market Supervision jointly organize the selection of projects and announce the list of intelligent manufacturing system solutions to unveil the unit and the corresponding unveiling tasks.
(f) unveiling unit in 2 years after the completion of the promised unveiling tasks and indicators required, in a timely manner to bring the recommended units to organize acceptance. The Ministry of Industry and Information Technology and the General Administration of Market Supervision jointly organize project review and publicity and promotion.
(vii) The competent departments of industry and information technology and market supervision in each region should strengthen the guidance and supervision of the work of "unveiling the list of intelligent manufacturing system solutions", and encourage the corresponding support to the unveiling unit.
(h) Project declaration, evaluation, management and acceptance are based on the Intelligent Manufacturing Data Resources Public Service Platform ().
