Li Qiang: Deepening GMS cooperation in new energy battery, automobile and photovoltaic industries

On November 7, Premier Li Qiang attended the Eighth Leaders' Meeting on Greater Mekong Subregion Economic Cooperation in Kunming. The heads of government of Cambodia, Laos, Myanmar, Thailand and Vietnam and the President of the Asian Development Bank attended.

Li Qiang said, the Greater Mekong Subregion Economic Cooperation Mechanism was established more than 30 years ago, and has increasingly become an important platform for China and the Mekong countries to discuss cooperation and promote development. At present, the world has entered a new period of turbulence and change, China and the Mekong countries are like a family community of destiny, and it is all the more important to closely unite and collaborate, give full play to the advantages of economic complementarities, and further deepen the practical cooperation in various fields, so that they can firmly join hands to move forward on the road of common development, and make a positive contribution to the peace and tranquillity, development and prosperity of the region and the world.

Li Qiang put forward four suggestions on deepening regional cooperation: First, adhere to the opening up of cooperation, jointly promote a higher level and larger scale of two-way opening up, improve the open regional economic structure, to create a more efficient and more dynamic mega-market. We will continue to build the "Belt and Road" with high quality, implement the Regional Comprehensive Economic Partnership Agreement with high quality, accelerate the signing and implementation of the protocol on upgrading the China-ASEAN FTA Version 3.0, and enhance the level of trade and investment facilitation.

The second is to highlight innovation leadership, strengthen innovation policy docking synergy, promote the efficient flow of innovation factors, accelerate the transformation and application of innovation results, and support and guarantee the innovation cooperation to go deeper and deeper.It will actively promote the planning, construction and upgrading of regional power grids, deepen cooperation in new energy batteries, automobiles and photovoltaic industry, expand cooperation in emerging fields such as clean energy, intelligent manufacturing, big data and smart cities, and cultivate and grow new kinetic energy for regional development.

Thirdly, we will deepen the construction of integration and connectivity, push forward the "hard connectivity" of highways, railroads, ports and other infrastructures, strengthen the "soft connectivity" in the fields of policies, laws, supervision, rules and standards, and strive to improve the convenience of cross-border payment and local currency settlement, and actively create more cross-border cooperation demonstration zones to accelerate the process of regional economic integration. China has decided to promote cross-border cooperation among the five Mekong countries and accelerate the process of regional economic integration. China has decided to issue "Mekong visas" to the five Mekong countries, and to issue five-year multiple-entry visas to eligible business people.

Fourthly, we will closely communicate and cooperate with each other, practise genuine multilateralism, vigorously promote the coordinated development of the Greater Mekong Subregion Economic Cooperation and other mechanisms such as the Mekong River Cooperation, the Three Rivers Basin Mechanism and the Mekong River Commission, so as to build a favourable atmosphere of cooperation that is inclusive and mutually reinforcing. We will strengthen cooperation with the United Nations, the Asian Development Bank, the Asian Infrastructure Investment Bank and other institutions, and mobilize the strength of all parties to jointly implement the United Nations 2030 Agenda for Sustainable Development.

Leaders of the participating countries and heads of relevant organizations highly appreciated the important role played by China in the process of GMS economic cooperation, and were willing to make joint efforts to strengthen communication and docking of development strategies of the regional countries, maintain openness and cooperation, focus on innovation and development, expand practical cooperation in the fields of economy, trade, agriculture, connectivity, digital economy, green development, medical and health care, tourism, humanities and other areas, safeguard free trade, and further promote regional economic integration and the inclusive and sustainable development of GMS countries. Promote regional economic integration and the inclusive and sustainable development of the countries in the Greater Mekong Subregion, and push forward the construction of a community of destiny among the countries in the region to a deeper and deeper level.

The meeting adopted the Declaration of the Eighth Leaders' Meeting of the Greater Mekong Subregion Economic Cooperation (GMSEC) and the GMSEC 2030 Strategy for Innovative Development as outcome documents.
