Market Supervision Bureaus (Offices and Commissions) of provinces, autonomous regions, municipalities directly under the central government and municipalities with separate plans, and the Xinjiang Production and Construction Corps, and the competent departments of industry and information technology:
In order to implement the "National Standardization Development Outline", "14th Five-Year" Intelligent Manufacturing Development Plan and other relevant deployments, play a leading role in supporting standards, and promote the use of standardization by manufacturing enterprises to organize production, operation, management and services. The National Standardization Administration Committee and the Ministry of Industry and Information Technology jointly carried out the pilot work of applying intelligent manufacturing standards in 2022. After enterprise declaration, local recommendation, evaluation, social publicity and other procedures, 59 pilot projects of intelligent manufacturing standard application such as "Pilot Application of Massive Personalized Customization Standard for Industrial Control System" were selected (see annex). The relevant matters are notified as follows:
First, effectively strengthen the organization and supervision. Local market supervision bureau (department, commission), industry and information technology authorities to do a good job of local pilot project organization and coordination and day-to-day supervision of the problems found in a timely manner to put forward corrective comments on the organization of the implementation of the pilot project of ineffective rectification and organization of the review, found that the major problems should be reported in a timely manner. The National Standardization Administration Committee and the Ministry of Industry and Information Technology will organize spot checks from time to time.
(b) Steady progress on the pilot project. The time of the pilot project is from January 2023 to December 2024, with a term of 2 years. Please clarify the division of responsibilities among the pilot project undertaking units, and carry out the pilot work in accordance with the assessment indexes of the declaration and the schedule of progress. The State Standardization Administration and the Ministry of Industry and Information Technology will take field research, thematic symposiums, on-site meetings and other means to guide and promote the work of the pilot projects.
(c) Strengthen project summarization and assessment. Market Supervision Bureaus (Offices and Commissions) and competent departments of industry and information technology in each region shall do a good job of annual assessment, mid-term inspection and acceptance of pilot projects in accordance with the assessment indexes of the declaration of pilot projects. Annual assessment should be completed by the end of November each year, and the pilot work, task completion, good experience and practice, problems reported to the General Administration of Market Supervision Standards and Technology Division, the Ministry of Industry and Information Technology, Equipment Industry Division I; mid-term inspection according to the task book schedule to organize and carry out; the end of the pilot, the pilot should form a summary of the pilot work and report to the General Administration of Market Supervision Standards and Technology Division, the Ministry of Industry and Information Technology, Equipment Industry Division. The State Standardization Administration and the Ministry of Industry and Information Technology will organize experts to carry out acceptance work. Pilot work should be summarized in a timely manner innovative initiatives, typical experience, the State Standardization Administration and the Ministry of Industry and Information Technology will publicize and promote the success of local experience and typical cases through the selection of typical cases, column publicity, work bulletin and other forms. Please provide timely feedback to the State Standardization Administration Committee and the Ministry of Industry and Information Technology on the relevant situations and problems arising from the implementation of the pilot project.
