Ministry of Industry and Information Technology and other eleven departments issued an important notice

On September 4, the Ministry of Industry and Information Technology (MIIT) and other eleven departments issued the Notice on Matters Related to Promoting the Coordinated Development of New Information Infrastructure. It states, among other things, that it supports the coordinated construction of data center clusters and new energy bases, and promotes the coordinated development of arithmetic infrastructure with energy and water resources.

Communications administrations of provinces, autonomous regions and municipalities directly under the Central Government, competent departments of industry and information technology, party net information offices, education departments (education commissions and bureaus), finance departments (bureaus), competent departments of natural resources, departments (bureaus and commissions) of housing and urban-rural development, departments (bureaus and commissions) of agriculture and rural areas (agriculture and animal husbandry), and health commissions of provinces, autonomous regions, municipalities directly under the Central Government, as well as Xinjiang Production and Construction Corps, all railroad bureaus, Shanghai headquarters of the People's Bank of China and its branches. Group Companies, State Railway Holding Joint Venture Railway Companies, China Telecommunications Corporation, China Mobile Communications Corporation, China United Network Communications Group Corporation, China Radio and Television Network Group Corporation, China Tower Corporation, and all relevant organizations:

New information infrastructure is an infrastructure system based on information network and driven by new-generation information and communication technology innovation, providing basic digital public services such as perception, transmission, storage and computation for the digital transformation of economy and society. In order to thoroughly implement the spirit of the Twentieth National Congress of the CPC and the Second and Third Plenary Sessions of the Twentieth Central Committee of the CPC, and to promote the coordinated development of new information infrastructures, we hereby notify you of the following matters.

(a) Coordinate the planning of backbone network facilities. Basic telecommunication enterprises shall strengthen the planning and construction of national inter-provincial backbone cable networks, jointly build important routing cables, increase the direction of access to important nodes, and expand the application of new high-performance cables. Developing medium- and long-term planning for international communication facilities, balanced layout of international communication entrance/exit bureaus in the eastern, central and western regions, and accelerating the expansion of international sea cables and land cables in the direction of information channels. Plan and build cross-border infrastructures such as international land cables, international railroads and international oil and gas pipelines in coordination with transportation, energy and other relevant enterprises.

(ii) Optimizing the layout of computing power infrastructure. Each region should implement differentiated energy consumption, land use and other policies to guide the deployment of large-scale and ultra-large-scale data centers, intelligent computing centers and supercomputing centers in hub nodes to provide services for the whole country and the region. It supports the synergistic construction of data center clusters and new energy bases, and promotes the coordinated development of arithmetic infrastructure with energy and water resources. Strengthen local data center planning, rationally deploy regional hub nodes, and gradually increase the proportion of intelligent arithmetic. Encourage enterprises to develop arithmetic cloud services and explore the construction of national or regional service platforms.

(c) Rationalizing the layout of new technology facilities. Conditional regions should support enterprises and institutions to build standardized public data sets for industry applications, create influential general and industry AI algorithm model platforms, and deploy regional AI public service platforms. Coordinate the construction of blockchain infrastructure and promote cross-chain interoperability and interoperability. Rationalize the layout of quantum computing cloud platform facilities.

(i) Promoting the integrated development of regional facilities for major strategies. Each region should deeply implement the regional coordinated development strategy and major regional strategies, strengthen the regional coordination of new information infrastructure, and deepen the convergence of inter-provincial and municipal planning and construction cooperation. The network organization of basic telecommunication enterprises can reasonably break through the limitations of administrative divisions, and promote the development of regional backbone nodes to the full interconnection network. Central cities and neighboring regions should collaborate on the layout of computing power facilities, and carry out inter-provincial direct connection of data centers and scheduling of computing power resources as needed.

(ii) Deepening balanced and coordinated development among regions. Developed regions in the east will pilot and explore new models for the construction and application of 5G-A and artificial intelligence, while the central, western and northeastern regions will accelerate the construction of gigabit cities and realize the balanced development of 5G and gigabit optical networks. The western region has rationalized the distribution of major arithmetic facilities in areas with obvious comprehensive cost advantages, and explored the construction of mega AI training arithmetic facilities. Bordering provinces utilize foreign cooperation mechanisms to build international information hubs with location advantages. Old industrial bases in the northeastern region have accelerated the construction of facilities such as "5G+Industrial Internet".

(c) Promoting urban-rural integration and universal development. All regions should continue to deepen universal telecommunication services, promote the construction of 5G and fiber-optic networks in rural areas, and improve the quality of network coverage in such scenarios as rural governance, agricultural production and farmers' lives. It has accelerated the construction of the "broadband frontier", and promoted broadband network coverage in key scenarios, such as administrative villages in border areas, rural schools, border management and trade organizations, roads along the border, and coastal waters.

(i) Promoting end-to-end cooperative upgrading of multiple networks. Basic telecommunication enterprises should carry out in-depth "double-gigabit" network construction, build 5G and gigabit optical networks, promote the integrated development of IP bearer and optical transmission, and promote the simultaneous expansion and upgrading of access networks, metropolitan area networks and backbone networks. It will continue to build a low, medium and high-speed mobile Internet of Things (IoT) system with coordinated development. Co-operatively promoting the integration and networking of satellite communication systems with terrestrial mobile communication networks, data centers and backbone networks. It will further promote the scale deployment and application of IPv6, and push forward the evolution of IPv6 technology and the development of application innovation.

(ii) Encouraging the collaborative development of networks and computing facilities. Basic telecommunication enterprises shall strengthen collaborative planning of computing networks, build direct connection networks between national data center clusters and between regional data centers and national data center clusters, and increase the connectivity of optical fiber networks. They will actively carry out research and development of computing network convergence technology, enhance the capability of unified management, unified scheduling and intelligent scheduling of computing network resources, and realize cloud-network-side integrated intelligent scheduling and services. Arithmetic enterprises are encouraged to rely on new Internet exchange centers and other innovative arithmetic interconnection services to promote arithmetic interconnection and explore the construction of arithmetic Internet.

(a) Promote the integration and development of information facilities and traditional facilities. Each region should organize and carry out the "signal upgrading" special action, promote the "5G + Industrial Internet" scale deployment, in-depth implementation of the industrial Internet marking resolution system "through" action plan. The plan of action of "through" industrial Internet marking resolution system will be implemented in depth. Coordinate the construction of vehicle networking roadside facilities along highways and urban arterial roads. Intensive deployment of urban sensing terminals and unified construction of city-level IoT sensing terminal management and data analysis platform. Comprehensively construct a real-view three-dimensional China, and build a spatial and temporal base and data fusion platform for Digital China. Improving basic platforms for basic information on land and space, spatio-temporal big data, and urban information modeling, and promoting the integration of platform functions to provide a unified spatio-temporal framework for urban digital transformation.

(ii) Deepening cross-industry construction and sharing of infrastructure. Local communications authorities should work with relevant industry authorities to improve cross-industry coordination mechanisms and establish cross-industry construction and sharing demand lists. Promote two-way open communication, municipal, transportation, electric power, public security and other areas of the tower, pipeline, fiber optic cable, equipment room and other resources. New subways, tunnels, bridges and other scenarios should be planned in advance and reserved space for the placement of communications facilities and the provision of power protection.

(i) Promoting the green and low-carbon development of key facilities. Basic telecommunication enterprises shall cooperate in building a statistical index system for green and low-carbon development of the information and communication industry and a carbon management information platform, constructing green data centers, and carrying out green and low-carbon grade assessment of data centers. Promote the green transformation of traditional communication equipment rooms, the renewal of old communication equipment and supporting equipment in equipment rooms, and strengthen the application of energy-saving technologies in base stations. Each region shall introduce policies to encourage enterprises to use green power and support enterprises to utilize their own premises to build green energy facilities.

(ii) Promote the coordinated development of facilities and the environment. Localities should strengthen the synergistic design of communication base stations, towers, machine rooms, fiber optic cable transfer boxes and other facilities and buildings and structures, and innovate integrated and diversified beautification construction programs. Local governments are encouraged to increase policy and funding to support the comprehensive improvement of communications poles and lines.

(i) Enhancing network and data security capabilities. Basic telecommunication enterprises shall strengthen the construction of network security facilities in coordination with information infrastructure. Relevant enterprises should cooperate in the evaluation of the maturity of network security capabilities, strengthen the risk assessment of new technologies such as the Internet of Things (IoT) and artificial intelligence, and strictly implement the security management requirements for IoT cards. It is necessary to establish a sound data security management system, strengthen the identification and filing of important data and hierarchical protection, enhance the construction of data security monitoring, early warning and emergency response means, carry out data security risk assessment, and improve data security guarantee capacity.

(ii) Enhancing cross-industry security service empowerment. Local communications administrations should organize relevant units to upgrade and improve the national industrial Internet security technology monitoring system, and support key industrial Internet enterprises and vehicle networking enterprises to build network and data security technology monitoring means. Promote the implementation of industrial Internet security classification and grading management, car networking network security classification and protection filing, accelerate the security protection through the standard, and strengthen the real-name registration management of car networking card.

(c) Enhancing the ability of information infrastructure to operate stably and safely. Local communications administrations should guide basic telecommunications enterprises to carry out operational security risk assessment, strictly implement the "three synchronization" requirement, and carry out hierarchical and classified management of important network elements. Basic telecommunication enterprises should do a good job of communication safety, improve measures for earthquake resistance, disaster prevention, fire prevention and lightning protection, strengthen the investigation and remediation of hidden dangers, and resolutely curb serious safety accidents.

(i) Playing a leading role in factor allocation. The Ministry of Industry and Information Technology coordinates the medium- and long-term planning of spectrum resources, optimizes the allocation of frequency resources, and encourages the shared use of spectrum resources. It will improve the inter-departmental working mechanism, optimize the approval procedures for international submarine cables, and guarantee the demand for land for the construction of international submarine cables. Each region should provide policy support for information infrastructure land layout planning, construction approval and environmental assessment, and incorporate information infrastructure spatial layout vector data into the "one map" implementation and supervision information system for land spatial planning at all levels.

(ii) Collaborate to promote cross-disciplinary standardization work. Standard working organizations for new-generation communication networks, data and computing facilities should strengthen collaboration and accelerate the formulation and application of convergence standards. Relevant industry standardization organizations should build a cross-industry convergence standard coordination mechanism to accelerate cross-industry standardization work. Relevant departments in various regions will strengthen the implementation of national and industrial standards for new information infrastructure engineering and construction, and improve the construction standards and acceptance specifications involved in sharing with related facilities.

(c) Increasing investment and financing support. All regions should make full use of existing funding channels to support projects such as universal service for telecommunications in rural and remote areas. Standardize the implementation of new mechanisms for cooperation between the government and social capital, and guide social capital to actively participate in investment and operation. Improve the government-bank-enterprise cooperation and docking mechanism, give full play to the role of the national industry-integration cooperation platform, and encourage all kinds of financial institutions to provide credit support for new information infrastructure projects.

(a) Strengthening organizational leadership. The Ministry of Industry and Information Technology, in conjunction with relevant departments, will organize relevant units to improve the collaborative working mechanism, optimize resources and policy support, promote the resolution of major issues encountered in the process of the systematic layout and coordinated development of new types of information infrastructures, and strengthen the guidance and coordination of basic telecommunication and Internet enterprises in order to promote the implementation of key tasks.

(ii) Strengthening synergistic implementation. The local communications administrations and departments in charge of industry and information technology should work together with relevant departments to improve local coordination mechanisms, do a good job of articulating work, and strengthen upward and downward linkages and regional horizontal synergies. Each region shall carry out planning for the layout of new information infrastructure in the region and promote synergistic construction and coordinated development.

(c) Strengthening assessment and accountability. The Ministry of Industry and Information Technology has organized relevant units to explore the construction of a national monitoring platform for the systematic development of new information infrastructures, to establish a data collection and reporting mechanism with broad participation by localities and relevant enterprises, to strengthen the monitoring of the implementation of the coordinated development of new information infrastructures, and to carry out regular third-party analyses and assessments to evaluate important links.
