Education bureaus of municipalities at or above the local level, colleges and universities, and provincial primary and secondary schools (intermediate and secondary vocational schools):
In order to deeply implement Xi Jinping's thought of ecological civilization, implement the requirements of the Notice of the General Office of the People's Government of Guangdong Province on the Issuance of Guangdong Province to Promote the High-quality Development of Distributed Photovoltaic Action Plan, give full play to the demonstration and leading role of the school in the green development of the society and energy conservation, and comprehensively promote the implementation of the school's distributed photovoltaic development and utilization of the work of the effectiveness of the school, we hereby notify you of the following:
I. Objectives of work
Promote the installation of distributed photovoltaic power generation facilities in new and expanded school buildings across the province. Encourage existing buildings in line with the premise of safety conditions, in accordance with the principle of "appropriate to install as much as possible" construction of distributed photovoltaic power generation systems, and strive to build new school roof photovoltaic coverage to reach 50% by 2025.
II. Main tasks
(A) mapping and investigating, and formulating plans. The local municipal education bureau is responsible for coordinating and promoting the city's school photovoltaic power generation project mapping and investigation work; colleges and universities, provincial primary and secondary schools (intermediate and secondary schools) actively mapping the school in line with the requirements of photovoltaic power generation facilities construction of the building (roofs, trellis roofs, porch roofs, etc.) resources, the establishment of the account, and coordinating and promoting.
(ii) Strengthen docking and determine the mode. Municipal education bureaus should actively dock with various departments and make concerted efforts to provide support and guidance for the construction of photovoltaic power generation projects in schools. (d) Standardize management and strengthen supervision. Standardize the construction and operation management of photovoltaic power generation projects, formulate and improve relevant systems for photovoltaic power generation projects, clarify management requirements and processes, carry out regular inspections and evaluations, pressurize production and management responsibilities, strengthen project quality supervision, and ensure that the project is standardized and effectively implemented.
III. Work requirements
(a) schools around the world to deeply understand the significance of energy green low-carbon transformation, in accordance with the principle of "appropriate to install as much as possible" to actively build school photovoltaic power generation demonstration projects. At the same time uphold the principle of scientific order, fully consider the actual situation of schools around the objective assessment of the feasibility of the project and the economy, do not engage in "one size fits all".
(b) Please fill in the Distributed Photovoltaic Power Generation Project Implementation Statistical Table (see annex for details) before November 25, 2024, together with the implementation of the project to promote distributed photovoltaic power generation reported to the Provincial Department of Education, the Provincial Department of Education will convene a working meeting at the appropriate time, and the organization of the inspection team to go to each school to carry out on-site inspections and guidance to comprehensively promote the relevant work.
