Promote the upgrading and recycling of wind power equipment. Encourage wind farms that have been operating on the grid for more than 15 years or have a single unit capacity of less than 1.5 MW to carry out renovation and upgrading in accordance with the requirements of the Administrative Measures for the Renovation, Upgrading and Decommissioning of Wind Farms. Encourage the industry mainstream models with large single-unit capacity and advanced technology to replace the original small-capacity wind turbines, support the application of green low-carbon materials, new high-tower technology, land-saving technology, high-efficiency and intelligent wind turbines, improve power generation per unit of land area, enhance the level of repairing and utilizing equipment and facilities, and realize the improvement of the quality and efficiency of wind energy, land and power grid resources. Promote the establishment of information monitoring of the whole process of wind farm renovation and upgrading and decommissioning projects. Encourage power generation enterprises, equipment manufacturing enterprises and scientific research institutions to carry out research on new technologies, standards and scenarios, establish a sound wind power recycling industry chain system, and cultivate and grow a new recycling industry in the wind power industry.
