National Carbon Peak Pilot Program (Yantai) Implementation Plan

In order to deeply implement the CPC Central Committee and the State Council on carbon peak carbon neutral and major strategic decisions, seriously implement the provincial party committee, the provincial government deployment requirements, strong and orderly to do a good job in Yantai City, carbon peak pilot city construction work, according to the "National Development and Reform Commission on the issuance of the National Carbon Peak Pilot Construction Program Notice" (Development and Reform and Environmental Resources 〔2023〕 1409), to formulate this program.

I. Objectives of the pilot

Based on the positioning of Yantai as a demonstration city for green, low-carbon and high-quality development, give full play to the city's energy resource advantages, vigorously promote the low-carbon transformation of energy, industry, urban and rural construction, transportation and life, continue to consolidate and enhance the capacity of the ecosystem as a carbon sink, make innovative breakthroughs in a number of key green and low-carbon technologies, create and select a number of typical green and low-carbon application scenarios, and crystallize a number of demonstration-effective practical experiences in reaching the peak carbon level, so as to take the lead in opening the Green and low-carbon transformation.

By 2025, Yantai will have achieved significant results in the construction of a pilot carbon peak city, basically built a new energy system of "nuclear, wind, light, hydrogen, storage, LNG" and other diversified complementary energy system, the proportion of non-fossil energy consumption increased to 15% or so, and the efficiency of the use of energy resources has been significantly improved. New technologies, new industries, new business forms and new modes have become important driving forces for high-quality economic development. Green and low-carbon development in key areas such as urban and rural construction and transportation has achieved remarkable results. Carbon peak pilot work has been advanced in an orderly manner, and a number of green and low-carbon application scenarios have been formed for demonstration.

By 2030, the city's installed capacity of clean energy accounted for about 58%, the proportion of non-fossil energy consumption reached about 25%, the level of green, low-carbon and recycling industry development significantly improved, the energy utilization efficiency of key industries reached the domestic advanced level, the green lifestyle has become a conscious choice of the public, the economic and social transformation of the overall green and low-carbon has achieved significant results, and the formation of a number of national, The province can replicate and promote the carbon peak "Yantai model" and "Yantai experience".

II. Main tasks

(i) Multi-new energy aggregation to promote green and low-carbon energy transformation.

1. Create a 10 million-kilowatt nuclear power demonstration base. Adhering to the nuclear safety concept of "strict, prudent and practical" and in accordance with the overall layout of the national nuclear power development plan, we will actively and steadily push forward the construction of nuclear power projects such as the Haiyang Nuclear Power Plant in Shandong Province and the Zhaoyuan Nuclear Power Plant in Shandong Province. We will accelerate the promotion of nuclear energy heating, seawater desalination and other comprehensive utilization of nuclear energy demonstration projects, and explore the application of high-temperature gas-cooled demonstration reactors in industrial steam supply. By 2030, the installed nuclear power capacity will reach 13 million kilowatts, forming a complete nuclear power generation, equipment manufacturing and comprehensive utilization base in northern China. 2. Create a ten million kilowatt wind power base. Focusing on the three large areas of Bohai Central, Peninsula South and Peninsula North, we will promote the construction of offshore wind power projects of Huaneng, Three Gorges and Shanghai Electric, accelerate the construction of offshore wind power bases in Muping, Penglai, Haiyang, Longkou and Laizhou, and promote the development of offshore wind power basing, scaling up and industrialization. Promote China's offshore wind power international home port, China's heavy equipment export center, northern offshore wind power intelligent operation and maintenance center, Shandong Province, offshore wind power R & D testing center "a port and three centers" construction, to create a comprehensive development of offshore wind power demonstration area. Explore the construction of offshore wind power, hydrogen energy, sea ranch and other energy, resource integration of the sea "energy island". By 2025, built and under construction offshore wind power installed capacity of 3 million kilowatts; by 2030, built and under construction offshore wind power installed capacity of 7 million kilowatts. 3. Create a ten million kilowatt photovoltaic base. Make full use of the saline and alkaline beach land and water surface of pits and ponds in Haiyang, Laizhou and other districts and cities, and lay out the demonstration of the comprehensive utilization projects of fishery and light, salt and light, and agriculture and light. Actively promote Fushan, Haiyang, Laizhou and other districts and cities throughout the county roof distributed PV construction, accelerate the construction of a number of photovoltaic towns and photovoltaic villages. Explore the new energy integration mode of "offshore photovoltaic + offshore wind power" to make methanol and hydrogen, and build a comprehensive test site for offshore energy. 4. Create 10 million tons of LNG bases. Promote the construction of three LNG bases in Sinopec Longkou, Nanshan of the national pipeline network, and Xigang District. Accelerate the construction of gas transmission trunk lines and branch lines, and build an interconnected gas transmission network. Explore the comprehensive utilization of LNG cold energy in low-temperature power generation, seawater desalination, cold chain logistics, cold storage and refrigeration. Implement gas-fired power generation demonstration projects and moderately develop natural gas distributed cogeneration projects. By 2025, the annual LNG handling capacity will reach 16.5 million tons, and natural gas supply capacity will reach 23 billion cubic meters. 5. Implementation of hydrogen energy innovation and application projects. Actively carry out industrial by-product hydrogen purification, nuclear power, wind power, photovoltaic and other clean energy to produce hydrogen, grid valley "light green" power to produce hydrogen. Innovative green hydrogen chemical industry, hydrogen and alcohol integration, natural gas doping, hydrogen distributed utilization, pure hydrogen combustion engine hydrogen demonstration applications. Support CNNC and other large central enterprises to explore large-scale hydrogen production in high-temperature reactors. Relying on the rich wind resources in Laizhou and Haiyang area, study and promote the construction of wind power to make green hydrogen base. Scientific layout and construction of hydrogen refueling stations, and actively promote the application demonstration of fuel cell vehicles, hydrogen ships, intelligent household and public buildings with fuel cell cogeneration series devices, hydrogen pipeline network application demonstration. 6. Implement new energy synergy projects. Actively carry out the comprehensive utilization of biomass energy, scientific layout of biomass cogeneration units, timely promotion of coal-fired units coupled with biomass project construction, and support for specialized enterprises to make full use of organic waste resources to build biomass molding fuel pilot projects. Explore wave energy, tidal current energy, temperature difference energy and other marine new energy development and utilization. 7. Implement clean and efficient coal power transformation projects. Accelerate the construction of large-scale clean and efficient coal-fired power plant projects, such as ZTE Power Penglai Phase I and National Energy Penglai Phase II. Actively promote energy-saving and carbon reduction transformation of coal power units such as Bajiao Power Plant, heating transformation, flexibility transformation "three changes", guide coal-fired power plants to participate in peak shifting, and comprehensively improve the level of peak shifting in the coal power industry. By 2025, the average coal consumption of coal-fired power units under normal operating conditions will be reduced to less than 295 grams of standard coal/kWh. 8. Implementing advanced power grid and energy storage demonstration projects. It will carry out demonstrations of advanced and efficient "new energy + energy storage", regional energy storage centers, pumped storage, integration of "source, network and storage" and multi-energy complementation, and promote high-precision renewable energy power forecasting on a long time scale, virtual power plants, and new energy vehicle-grid interaction, Flexible DC transmission application development. Integrate the city's new energy leasing, distribution and storage projects, and lay out large-scale regional independent energy storage centers on the load side of the power grid in three regions: the east (Muping), the west (Laizhou) and the south (Haiyang). Carry out large-capacity, long-life safety batteries, solid-state batteries and other energy storage device applications and engineering innovation center construction. Accelerate the construction of strong smart grid and comprehensively improve the automation level of grid dispatch. By 2025, the installed capacity of energy storage facilities will be 800,000 kilowatts; by 2030, the installed capacity of energy storage facilities will reach 1.1 million kilowatts. (ii) Multi-dimensional efforts to promote green and low-carbon industrial development.

1. The industrial system is being built in a green direction. Focusing on petrochemical and chemical industries, non-ferrous metals, machinery, light industry, textiles, building materials and other key industries to implement production, energy-using equipment updating and energy-saving carbon-reducing renovation, and systematically enhance the level of pollution reduction, energy-saving carbon-reducing and recycling renovation in parks. Increase the utilization of clean energy in the industrial field and promote the multi-level utilization of energy. Deepen the implementation of green manufacturing projects, layout to create a number of green low-carbon supply chain, green low-carbon product design demonstration. Continuously carry out the creation of municipal, provincial and national green factories, and guide green factories to further improve and upgrade. Promote the construction of industrial parks such as Wanhua New Material Low-Carbon Industrial Park, Haiyang Nuclear Industry Steam Industrial Park, Dongfang Electronics Zero-Carbon Intelligent Industrial Park, Fushan New Energy Vehicle Industrial Park, and Zhaoyuan Green Low-Carbon Intelligent Manufacturing Industrial Park. By 2025, the cumulative creation of provincial and above 50 green factories, the cumulative creation of provincial and above 5 green industrial parks. 2. Emerging industries are coming to the green. Vigorously develop new generation of information technology, modern ocean, high-end equipment, new energy, new materials and other strategic emerging industries. Focusing on nuclear power, wind power, photovoltaic power generation and other new energy industries, the layout of high-power offshore wind power, high-efficiency photovoltaic power generation, smart grid, advanced nuclear power and other clean energy equipment and key components manufacturing industry, accelerate the construction of Haiyang Nuclear Power Equipment Manufacturing Industrial Park and CNR New Era Green Industrial Park. Promote the conversion of old and new kinetic energy in the field of modern ocean, improve the industrial chain of marine equipment, accelerate the construction of ocean farms, seawater desalination and comprehensive utilization projects. Layout in Penglai District of marine R & D assembly, supporting, logistics industrial park, to create a global marine equipment manufacturing center. Extend the new energy industry chain, layout of photovoltaic panels, energy storage battery dismantling center. By 2025, the added value of strategic emerging industries accounted for the proportion of GDP reached about 18%. 3. Petrochemical and chemical industry to green. Relying on the Yulong Petrochemical Industrial Park, Yantai Chemical Industrial Park and Wanhua New Material Low Carbon Industrial Park, the three hundred-billion parks will build a high-end low-carbon petrochemical industrial base on the south coast of the Yellow Bohai Sea. Enhance the supply capacity of natural gas, ethane, propane and other raw materials, and increase the proportion of low-carbon raw materials. Promote a new generation of ionic membrane electrolyser and other technologies and equipment, develop renewable energy technology for high-value chemicals, and accelerate the deployment of large-scale carbon capture and utilization sequestration industrialization demonstration projects. Accelerate the green and low-carbon upgrading of the entire process of the petrochemical and chemical industries, and promote the energy gradient utilization and material recycling of industrial enterprises. Implement oil refining capacity integration, reduction and replacement, promote integrated refining and chemical development, and build an integrated petrochemical industry base on Yulong Island. By 2030, the petrochemical and chemical industry energy saving and carbon reduction effect is significant, green and low-carbon development capacity significantly improved. 4. The building materials industry is green and superior. Strictly implement the policy of replacing cement and flat glass production capacity. Guiding the building materials industry to lightweight, intensive and product-oriented transformation. Build green building materials industrial park and new building materials R & D center, to build Yantai City, cement clinker unit product energy consumption benchmarking demonstration area. Encourage building materials enterprises to use fly ash, industrial waste, tailing slag, etc. as raw materials or cement mixing materials. Encourage the cement industry to implement oxygen-rich combustion energy-saving low-carbon technology upgrading and transformation. Concentrate on key technologies such as alternative fuels for cement kilns, preheating outside kilns, and carbon dioxide capture from flue gases of industrial kilns. By 2030, the level of raw fuel substitution in the building materials industry will be significantly increased, and a number of green and low-carbon production lines will be constructed to reduce pollution and carbon and synergize efficiency. 5. Non-ferrous metal industry to green and turn. Adhere to the total electrolytic aluminum production capacity constraints, strict implementation of capacity replacement methods. Encourage the development of recycled aluminum, recycled copper and other non-ferrous metal industries, improve the recovery, sorting and processing of waste non-ferrous metal resources, and increase the proportion of recycled non-ferrous metal production. Accelerate the implementation of high-quality anode demonstration for aluminum, strengthen the efficient synergistic smelting of highly attractive varieties such as copper, zinc, lead, silver and gold, and improve the level of comprehensive multi-element recovery. Encourage enterprises to utilize renewable energy sources such as wind energy and solar energy according to local conditions, vigorously promote clean energy substitution, and deeply explore the potential of waste heat recovery in the production process. By 2030, the energy structure of the non-ferrous metal industry will be significantly improved. (c) Multi-vehicle approach to promote low-carbon transformation of urban and rural construction.

1. Promote green construction pilot throughout the chain. Actively promote the national and provincial intelligent construction pilot construction, rational planning of Fushan, Muping, Penglai green construction industry layout, coordinated promotion of green construction of the whole industry chain integration, agglomeration development. New civil buildings fully implement green building standards, vigorously develop star-level green buildings, gradually increase the proportion of star-level green building area, and promote the development of green monolithic buildings to green communities and green urban areas. Relying on Flying Dragon Group's innovative R&D center and Wanhua Talent Apartment, the company will build a pilot demonstration of green ultra-low-energy buildings. Explore the technical path of zero-energy buildings and support Haiyang to create a near-zero carbon demonstration county. 2. Optimize the structure of building energy use in an all-round way. Accelerating the development of distributed renewable energy application systems, and developing the application of solar energy, geothermal energy, biomass energy, air energy, wind energy and other renewable energy sources in buildings according to local conditions. Promote the use of at least one type of renewable energy in new civil buildings, and encourage the implementation of renewable energy substitution in existing buildings that are in a position to do so. Improve the level of terminal electrification of buildings, and promote the application of smart microgrids, load integration, virtual power plants and other technologies. By 2025, the rate of renewable energy substitution in urban buildings will reach 8%, and by 2030, it will strive to reach 10%. 3. Realizing clean heating throughout the city. It will implement zero-carbon heating actions, vigorously develop centralized heating, and encourage the use of industrial waste heat and cogeneration waste heat. Promote the large-scale utilization of industrial waste heat for heating in Wanhua Industrial Park and Hengbang Smelting. Accelerate the trans-regional nuclear energy heating project in Haiyang, realize the radiation of nuclear energy heating to the surrounding areas, and promote the regional integration of nuclear energy clean heating in Jiaodong Peninsula. Accelerate the cleaner transformation of the heat source side, shut down inefficient heat and power units, and eliminate pure coal-fired heating boilers. Consolidate the results of the pilot clean heating project in the northern region, adopt decentralized heat pump heaters, gas wall-hanging stoves, biomass water heating stoves and other clean heating methods in accordance with local conditions, promote the implementation of clean heating renovation in rural areas, and realize orderly addition on the basis of stabilizing the stock. By 2030, the urban areas and counties in the main city basically realize the full coverage of clean heating. (iv) Multi-scenario integration for green development of transportation.

1. Create a green and intelligent "near-zero carbon" port. Accelerate the construction of shore power facilities at Yantai Port and other port terminals, utilize the developable space in the port to distribute decentralized wind power and photovoltaic, promote the comprehensive utilization of hydrogen energy and energy storage, increase the utilization rate of new energy vehicles and vessels and shore power in the port, and create a model port for the integration of "source network, load and storage". Utilizing cloud computing, AI intelligent decision-making, industrial Internet and other scientific and technological means to promote the digital transformation of ports. Carry out pilot projects for green and intelligent ships according to local conditions, and actively promote the application of Beidou terminal equipment, energy-saving devices and energy consumption online monitoring equipment on ships. By 2025, the city's major ports 90% or more containers, passenger roll-on/roll-off, cruise ships, more than 3,000 tons of passenger transport, more than 50,000 tons of dry bulk cargo specialized berths, with the ability to supply shore power to the ship. 2. Developing efficient and low-carbon multimodal transportation. Vigorously implement the action of "public-to-rail" and "public-to-water" transportation of bulk cargo, promote the transfer of bulk cargo collection and evacuation transportation to railroads and waterways, and vigorously push forward public-rail-water roll-on roll-off multimodal intermodal transportation and dumping transportation. Establish a wide-coverage urban and rural logistics network, promote the application of intelligent express (postal) boxes, and guide postal express enterprises to innovate green, low-carbon, intensive and efficient distribution mode. 3. Building green transportation infrastructure. Accelerate the construction of highway green service areas, green airports, green ports, eco-channels and other green transportation corridors, and implement green transformation of highway passenger and freight hubs and stations. Actively promote the recycling of waste pavement asphalt and other materials, and support the research, development and popularization of low-carbon high-performance polyurethane pavement materials. Coordinate and promote the construction of charging stations (piles) facilities along highway service areas and ordinary national and provincial highways, and accelerate the formation of intercity fast-charging networks. By 2025, the level of greening of transportation infrastructure will be significantly improved. 4. Promote green and low-carbon travel modes. Enhance the proportion of energy-saving and new-energy vehicles in buses and taxis, advocate the sharing of new-energy vehicles and electric vehicles, and by 2025, the proportion of clean-energy and new-energy vehicles in newly added and renewed cabs will reach 80%. Carry out customized buses, community buses, bus stops, night buses and other special public transport service modes, and enhance the level of fast lanes in airports, high-speed railways and other hubs for public transport. Fast-track level, develop inclusive and equal public passenger transportation, and implement territory-wide public transportation in areas with conditions. Promote the development of urban slow transportation systems such as bicycling and walking. By 2025, the proportion of green travel will reach more than 74%. (v) Tapping into multiple initiatives to improve the efficiency of energy resource utilization.

1. Upgrading the quality and efficiency of energy use. Combined with the energy demand of hospitals, schools and other public institutions and large industrial and commercial buildings for cooling, heating and electricity, the construction of wind, solar, geothermal, natural gas and other multi-energy coordinated and complementary intelligent energy systems in accordance with local conditions, so as to realize the highly efficient gradient utilization of energy. Strengthen the coupling and synergy of coal, oil, gas, electricity, heat and other energy sources to improve the quality of urban energy use and overall energy efficiency. Promote clean energy substitution in key industries such as petrochemicals and chemicals, building materials and non-ferrous metals. 2. Strengthening energy management and energy conservation. Continuously promote the "Four Ones" promotion mechanism for the allocation and utilization of energy resources. Carry out energy consumption mapping of key energy-using enterprises and review of energy consumption data of key energy-using units, promote the construction of energy management centers and energy management systems of key energy-using enterprises to achieve optimal allocation of energy and refined management and control, and encourage enterprises to adopt contractual energy management, energy hosting and other modes of implementation of the transformation. 3. Promoting circular economy and comprehensive utilization. Relying on the construction of a "waste-free city" and the construction of a national "urban minerals" demonstration base in the Yantai Resource Recycling and Processing Zone, we have continued to push forward the reduction of domestic garbage, construction garbage, industrial solid waste and other sources and the utilization of resources, and to build an intelligent recycling system for waste materials. In-depth promotion of gangue, fly ash, smelting slag and other bulk industrial solid waste comprehensive utilization. By 2025, the comprehensive utilization rate of new bulk solid waste will reach 60%. Extend the deep processing of renewable resources industry chain, and promote efficient recycling of steel, copper, aluminum and other recycling.
