On the morning of May 30, President Xi Jinping attended the opening ceremony of the 10th Ministerial Meeting of the China-Arab Cooperation Forum (CACF) and delivered a keynote speech at the Diaoyutai State Guesthouse in Beijing. Xi announced that China will host the second China-Arab Summit in China in 2026, and that China is willing to work with the Arab side to carry forward the spirit of China-Arab friendship, build the "five patterns of cooperation", and promote the acceleration of the construction of the China-Arab community of destiny.
In his keynote address, Xi mentioned that since the new century, China-Arab relations have continuously stepped up to a new level. China is willing to work with the Arab side on an equal and mutually beneficial basis to build China-Arab relations into a model of high-quality joint construction of the Belt and Road. The spirit of the Silk Road has been passed on from generation to generation, leading China-Arab cooperation to keep pace with the times and widely benefit the people of both sides. In the face of an interdependent world, we are willing to work with the Arab side to continue to dovetail development strategies, build up the ballast of cooperation in oil and gas, trade and infrastructure, and accelerate the cultivation of new growth points such as artificial intelligence, investment and financing, and new energy, so as to jointly take the road of innovation, greenness and prosperity.
On the pattern of energy cooperation, China will further strengthen strategic cooperation in the field of oil and gas with the Arab side, buttressing security of supply and security of the market; it is willing to jointly carry out research and development of new energy technologies and production of equipment with the Arab side. China will support Chinese energy enterprises and financial institutions to participate in renewable energy projects with a total installed capacity of more than 3 million kilowatts in Arab countries.

It is a great pleasure to attend the opening ceremony of the ministerial meeting of the Sino-Arab Cooperation Forum. Every time I meet with my Arab friends, I feel a deep sense of affinity. The friendship between China and the Chinese people and the Arab countries and peoples stems from friendly exchanges on the ancient Silk Road, from fighting side by side for national liberation, and from win-win cooperation in the process of nation-building.
Since the turn of the new century, China-Arab relations have continued to take a new step forward.2022 In December, I went to Riyadh, Saudi Arabia, to attend the first China-Arab Summit, and agreed with my Arab colleagues to make every effort to build a China-Arab community of destiny for the new era. China is satisfied with the implementation of the outcomes of the first China-Arab Summit, and is willing to work with the Arab side to play a strategic leading role in the Summit, and continue to promote China-Arab relations to leapfrog development. Here, I am pleased to announce that China will host the second China-Arab Summit in China in 2026, which I believe will be another milestone in China-Arab relations.

At present, the world's century-old changes are accelerating, and both China and the Arab countries are shouldering the mission of the times to realize the revitalization of their respective peoples and accelerate national construction. The building of a China-Arab community of destiny underscores our common aspiration to open up a new era in China-Arab relations and a new future for a better world.
China is ready to work with the Arab side to build China-Arab relations into a benchmark for the maintenance of world peace and stability. In the face of a turbulent world, mutual respect is the way to live in harmony, and fairness and justice are the foundations of lasting security. We are ready to work with the Arab side to respect the purposes and principles of the Charter of the United Nations, the independent choices of the peoples of all countries and the objective realities of history, and to explore solutions to hot-spot issues that are conducive to the maintenance of fairness and justice and to the realization of long-term peace and security.
China is willing to work with the Arab side on an equal and mutually beneficial basis to turn China-Arab relations into a model of high-quality joint construction of the Belt and Road. We are ready to advocate humanistic exchanges with the Arab side, promote the common values of all humankind, and write a new paradigm for civilizations to learn from each other.
China is ready to work closely with the Arab side to build China-Arab relations into an exemplary model for exploring the right path to global governance. While it has become an inevitable trend for humankind to share a common destiny, the increasing deficits in governance, trust, peace and development require us to uphold the principle of common cause and sharing and to continuously optimize global governance. We are ready to work with the Arab side to advocate an equitable and orderly multipolar world and inclusive economic globalization, and to build a model of South-South cooperation in global governance.

During the first Sino-Arab Summit, I put forward "eight common actions" to promote Sino-Arab practical cooperation. Over the past year, through the joint efforts of the two sides, China and Afghanistan have signed cooperation documents on the construction of the "Belt and Road" to realize full coverage; new progress has been made in scientific and technological research and development and technology transfer; economic and trade and energy cooperation has reached a new level; landmark flagship projects and "small but beautiful" projects benefiting the people have been promoted in parallel; cooperation in such areas as food security, green innovation, health and health has been deepened and put into practice; a platform for humanistic exchanges and cooperation has been established. The cooperation in economic, trade and energy has taken a new step forward; landmark flagship projects and "small but beautiful" projects for the benefit of the people have been pushed forward in parallel; cooperation in areas such as food security, green innovation and health has been deepened and implemented; the platform for humanistic exchanges and cooperation has operated at a high quality level; and the "Eight Joint Actions" have made important early gains. In the next phase, China is willing to build on this foundation, and will work with the Arab side to construct the "five patterns of cooperation", so as to promote the acceleration of the construction of the Sino-Arab community of destiny.
First, a more dynamic innovation-driven pattern. China will build 10 joint laboratories with the Arab side in the fields of life and health, artificial intelligence, green low-carbon, modern agriculture, and space information; it is willing to strengthen cooperation with the Arab side in the field of artificial intelligence, jointly promote the empowerment of the real economy by artificial intelligence, and push for the formation of a global artificial intelligence governance system with broad consensus; it is also willing to build a joint observation center for space debris, a center for cooperation and development of the BeiDou application, and strengthen cooperation in manned spaceflight, civil passenger aircraft and other cooperation.
Secondly, there is an investment and financial pattern of a larger scale. China is willing to set up an industrial and investment cooperation forum with the Arab side, continue to promote the expansion of the China-Arab Union of Banks, and accelerate the implementation of special loans for the industrialization of the Middle East and the China-Arab Financial Cooperation Special Loan Cooperation Project. China supports the strengthening of cooperation between financial institutions of both sides, welcomes Arab countries to issue "Panda Bonds" in China, welcomes Arab banking institutions to join the RMB cross-border payment and clearing system, and is willing to deepen exchanges and cooperation in the field of central bank digital currency with the Arab side.
Thirdly, there is a more three-dimensional pattern of energy cooperation. China will further strengthen strategic cooperation in the field of oil and gas with the Arab side, buttressing security of supply and market security; it is willing to jointly carry out research and development of new energy technologies and equipment production with the Arab side. China will support Chinese energy enterprises and financial institutions to participate in renewable energy projects with a total installed capacity of more than 3 million kilowatts in Arab countries.
Fourthly, a more balanced pattern of economic and trade reciprocity. China will continue to actively promote the implementation of the RMB 3 billion development cooperation project; it is willing to speed up negotiations with the Arab side on bilateral and regional free trade agreements, and to promote the construction of a cooperative dialogue mechanism on e-commerce. China welcomes the active participation of the Arab side in the China International Import Expo and is willing to expand imports of non-energy products, especially agricultural and food products, from the Arab side.
Fifth, a broader pattern of humanistic exchanges. China is willing to work with the Arab side to set up the China-Arab Centre for the Global Civilization Initiative, expand the scale and influence of the China-Arab Research Centre for Reform and Development, and accelerate the construction of platforms such as the think-tank alliance, the youth development forum, the university alliance, and the research center for cooperation in culture and tourism. China will invite 200 leaders of political parties from the Arab side to visit China every year, and will strive to realize mutual visits by 10 million tourists with the Arab side in the next five years.

The Middle East is a fertile ground for development, but the flames of war are still raging in this land. Since October last year, the Palestinian-Israeli conflict has escalated dramatically, and the people have suffered greatly. The war cannot continue indefinitely, nor can justice be permanently absent, and the "two-State solution" cannot be arbitrarily shaken. China firmly supports the establishment of a fully sovereign and independent State of Palestine on the basis of the 1967 borders, with East Jerusalem as its capital; it supports Palestine becoming a full Member of the United Nations; and it supports the convening of a larger, more authoritative and more effective international peace conference. China will provide 500 million yuan in emergency humanitarian assistance, on top of the 100 million yuan in emergency humanitarian assistance provided in the previous period, to support the alleviation of the humanitarian crisis and post-war reconstruction in Gaza; and will make a contribution of 3 million dollars to the United Nations Relief and Works Agency for Palestine Refugees in the Near East in support of the Agency's provision of emergency humanitarian assistance to the Gaza Strip.
An Arab proverb says that friends are the sunshine of life. We will continue to work with our Arab friends to promote the spirit of Sino-Arab friendship, unite for the future and fill the avenue of building a Sino-Arab community of destiny with sunshine!
