Action Program for Upgrading Equipment and Replacement of Consumer Goods by Upgrading Standards
In order to deeply implement the spirit of the Fourth Meeting of the Central Financial and Economic Commission, implement the deployment of the State Council's Action Program for Promoting Large-scale Equipment Renewal and Consumer Goods Replacement, implement a new round of standard enhancement actions, and better support the equipment renewal and consumer goods replacement, this action program is formulated.
I. General requirements
Guided by Xi Jinping's thought of socialism with Chinese characteristics in the new era, comprehensively implement the spirit of the 20th CPC National Congress and the 2nd Plenary Session of the 20th CPC Central Committee, fully, accurately and comprehensively carry out the new development concept, accelerate the construction of a new pattern of development, focus on promoting high-quality development, coordinate the expansion of domestic demand and deepen the supply-side structural reform, adhere to the standard-led and orderly enhancement, and speed up the preparation and revision of standards in the fields of energy-saving, carbon reduction, environmental protection, safety, recycling, and so on. It will accelerate the formulation and revision of standards in the fields of energy conservation and carbon reduction, environmental protection, safety, recycling, etc., actively transform advanced and applicable international standards, make concerted efforts through complementary policies, strengthen the implementation and application of standards, and maximize the effectiveness of standardization.
--Adhere to the focus and precision. Focusing on the high-quality development of industry and the key areas of people's needs for a better life, selected key standards to speed up the preparation and revision of the work, accurate services to support the replacement of equipment and consumer goods.
--Adhere to gradual and orderly promotion. Considering the affordability of enterprises and the acceptance of consumers, we will promote the upgrading of standards in a planned and step-by-step manner, accelerate the improvement of supporting policies for the implementation of standards, and promote the implementation of standards in a forceful and orderly manner.
--Adhering to international standards, standardization and leadership. Aiming at the international advanced, to promote a number of key standards to reach the international advanced level, for the mandatory standards related to the safety of life and property to realize "should be as strong as possible, can be strong", and effectively give play to the normative and leading role of standards.
By 2025, 294 key national standards will have been completed and revised, and 129 and 165 will have been completed by 2024 and 2025 respectively, with a more optimized and improved standard system. Second, accelerate the upgrading of energy consumption and emission technology standards, and continue to lead the equipment update
(i) Accelerating the upgrading of energy consumption and efficiency standards. Promote the optimization and upgrading of the energy conservation standard system in a coordinated manner, urgently revise a number of energy consumption limits, mandatory national standards for energy efficiency of home appliances and industrial equipment, accelerate the revision of energy consumption limit standards for industries such as thermal power, refining and chemical engineering, coal chemical industry, iron and steel, coke, polysilicon, etc., and focus on upgrading the energy efficiency standards for key energy-consuming equipments, such as charging piles, boilers, electric motors, transformers, pumps, water chiller units, and cold storages, etc., and urgently formulate the energy consumption limit standards for lithium battery positive and negative electrode materials, PV It will also make energy consumption limit standards for lithium battery positive and negative electrode materials, photovoltaic crystal products, and energy efficiency standards for communication base stations, improve supporting testing methods, and promote energy efficiency indicators to reach the international advanced level. (ii) Continuously improving pollutant emission standards. (c) Strengthening research on low-carbon technology standards. Release national standards for quantitative requirements of product carbon footprints, unify the principles, methods and data quality of product-specific carbon footprint accounting, and formulate standards for carbon labels and carbon footprints of key products. Promote the formulation of technical standards for carbon emission reduction and carbon removal, accelerate the introduction of standards for carbon capture, utilization and sequestration, and assist the low-carbon transformation of industries. V. Safeguards
