Recently, China Meteorological Administration (CMA) issued the Action Plan for Energy Meteorological Services (2024-2027) (hereinafter referred to as the Plan), aiming to enhance the capacity and economic and social benefits of energy meteorological services, and to give full play to the role of meteorology as a booster in the construction of a strong energy country.
The Plan makes it clear that by 2027, an energy meteorological service system adapted to the needs, advanced technology and perfect mechanism will have been basically established, the capacity and effectiveness of energy meteorological services will have been significantly improved, and high-quality meteorological services will have been provided for the whole chain of energy production, supply, consumption and security. Covering the whole chain of power supply, power grid, load, energy storage, the whole scenario, short-term proximity to the monthly and seasonal full-scale seamless integrated energy weather service business is basically established, with hourly and kilometer-level national wind and solar energy monitoring and evaluation capabilities.
The Plan proposes 16 key tasks in four areas.
First, it has strengthened the assessment of climate resources, supported the planning and siting of wind and solar energy, and carried out a new round of detailed investigation of wind and solar energy resources, meteorological services for the siting of wind and solar energy power stations, analysis of meteorological conditions for the planning of important transmission lines, and assessment of the climate and ecological effects of clean energy development.
Secondly, it will strengthen the refined services for clean energy power generation, help the construction of new power systems, improve the seamless forecasting and prediction services for wind and solar power generation, continue to carry out the demonstration plan for refined meteorological services for wind and solar power generation, and strengthen the construction of wind and solar power service platforms and hydropower meteorological forecasting and prediction services.
Thirdly, it has strengthened meteorological services for energy security and supply, helped stabilize the operation of the power system, strengthened meteorological services for the safety of power facilities and meteorological services for energy storage and transportation supply; carried out meteorological services for power trading and established a meteorological service platform for the power trading market.
Fourthly, it will strengthen open cooperation, innovate and improve the mechanism of energy meteorological services, strengthen scientific and technological innovation in energy meteorological services, improve the standard system of energy meteorological services, strengthen the management of the wind and solar energy industry, strengthen the national and provincial collaborative energy meteorological service model, and carry out the assessment of energy meteorological services.
