I. General requirements
(i) Guiding philosophy

(ii) Main objectives

II. Accelerating the green, low-carbon transformation and upgrading of traditional industries
(c) Promoting the green, low-carbon optimization and restructuring of traditional industries. Focusing on the demand for hydrogen in petrochemical and chemical industries, iron and steel, transportation, energy storage, power generation, etc., the company will build a whole industrial chain of technology and equipment systems for hydrogen energy production, storage, transmission and use, and improve the technical economy and industrial chain completeness of hydrogen energy. IV. Fostering new forms of green integration in manufacturing

(j) Promoting the deep integration of green manufacturing and modern service industries. (xv) Optimize the green low-carbon benchmarking cultivation system. Give full play to the leading role of green low-carbon benchmarking, build a green manufacturing "comprehensive benchmarking" and segmented "single benchmark" linking the benchmarking cultivation system, to create a manufacturing industry green development leading force. The company will formulate green factory gradient cultivation and management methods, give full play to the fundamental and guiding role of green factories in the green and low-carbon transformation of the manufacturing industry, vertically form a green factory cultivation mechanism linking the three levels of the country, province and city, and horizontally create green factories through green industrial parks and green supply chain management enterprises to drive the creation of green factories in the parks and upstream and downstream enterprises in the supply chain. VI. Organization and implementation

Deepen exchanges and cooperation with other countries in green technology, green products, green equipment, green services and product carbon footprint management, promote the orderly export of China's new energy, new-energy vehicles, green environmental protection and other technologies and equipment, and encourage the construction of Chinese-foreign cooperative green industrial parks in places with the conditions in China, so as to contribute to the development of global green development in China.
(xviii) Strengthening talent training. It supports universities and research institutes to set up urgently needed and scarce specialties in the field of green and low-carbon, and encourages enterprises to carry out "order-type" training of talents with universities and research institutes. Relying on the Manufacturing Talent Support Program, the Engineer Excellence Fire Plan and various high-level talent programs, the introduction and cultivation of high-level talents in the field of green and low-carbon at home and abroad. (xix) Do a good job of publicity and guidance.
