I. General requirements

(i) Guiding philosophy

(ii) Main objectives

II. Accelerating the green, low-carbon transformation and upgrading of traditional industries

(c) Promoting the green, low-carbon optimization and restructuring of traditional industries. Accelerating the optimization and adjustment of the product structure, energy-using structure and raw material structure of traditional industries, as well as the re-engineering of technological processes, so as to enhance the status and competitiveness in the global division of labor. By 2030, the recycling volume of major renewable resources will reach 510 million tons, the comprehensive utilization rate of bulk industrial solid waste will reach 62%, the proportion of electrolytic aluminum using renewable energy will reach more than 30%, the proportion of short-flow steelmaking will reach more than 20%, and short-flow synthesis technologies such as one-step synthesis of syngas for olefins and ethanol will be applied on a large scale.

(d) Accelerating the green and low-carbon technological transformation of traditional industries. Regularly updating and releasing green and low-carbon technology-oriented catalogs for the manufacturing industry, selecting and promoting key common technologies with high maturity, good economy and remarkable green effects, and promoting the comprehensive implementation of a new round of green and low-carbon technological transformation and upgrading of enterprises, parks and key industries. Support large-scale enterprises to implement systematic transformation and upgrading of the whole process around the green and low-carbon transformation needs of the whole life cycle, such as product design, manufacturing, logistics, use, recycling and so on. Give full play to the role of the main chain of enterprises to help small and medium-sized enterprises upstream and downstream of the industry chain to identify the green and low-carbon transformation of short boards, planned and step-by-step organization and implementation of technological transformation. (e) Guiding the optimization of regional green and low-carbon layouts. Encourage regions with a good industrial foundation and prominent clustering characteristics to optimize the layout of the industrial chain, gather all kinds of resources and elements, improve the governance capacity of clusters, promote the development of industries from agglomeration to cluster development, and cultivate the formation of a number of advanced manufacturing clusters with international competitiveness in the field of green and low-carbon industries. Strengthen the division of labor in the green and low-carbon industrial chain, support leading enterprises to strive for the creation of manufacturing enterprises, accelerate industrial chain extension and chain strengthening, create a number of manufacturing single champion enterprises in the key links of the industrial chain, and cultivate a number of specialized, special and new "small giants", and strive to enhance the competitiveness of the whole industrial chain. (viii) Forward-looking layout of future industries in the green and low-carbon fields. Focusing on the needs of the energy revolution and industrial change under the "dual-carbon" goal, we will plan and layout the development of future energy and future manufacturing industries, such as hydrogen energy, energy storage, bio-manufacturing, and carbon capture, utilization and storage (CCUS). Focusing on the demand for hydrogen in petrochemical and chemical industries, iron and steel, transportation, energy storage, power generation, etc., the company will build a whole industrial chain of technology and equipment systems for hydrogen energy production, storage, transmission and use, and improve the technical economy and industrial chain completeness of hydrogen energy. Focusing on various application scenarios of energy storage in power supply side, grid side, user side and other power systems, develop new energy storage multi-technology, create a matrix of energy storage technology products required by new power systems, and realize the large-scale application of energy storage in multiple time scales. Utilizing the environmentally friendly advantages of biomanufacturing, such as strong selectivity, high productivity and low waste, focusing on the fields of light fermentation, medicine, chemical industry, agriculture and food, establishing a technology system for creating core strains and key enzymes for biomanufacturing. Focusing on the improvement of energy efficiency and cost reduction in the whole life cycle of CCUS technology, we will carry out research and development and demonstration of technologies such as the coupling of CCUS and industrial processes and the utilization of carbon dioxide bioconversion.

IV. Fostering new forms of green integration in manufacturing

(ix) Promoting the deep integration of digitization and greening. (j) Promoting the deep integration of green manufacturing and modern service industries. Following the trend of deep integration of modern service industries and manufacturing industries, it will further promote service-oriented manufacturing in green and low-carbon areas and build a high-quality and efficient green manufacturing service system. Guide large enterprises to utilize their experience in product green design, green supply chain management, and implementation of the extended producer responsibility system to provide green enhancement services for upstream and downstream enterprises. V. Enhancing the basic capacity for green development of the manufacturing sector

Relying on industrial foundation reconstruction projects and major technology and equipment research projects, we will orderly push forward the key basic materials, basic components and subversive technologies closely related to green and low-carbon transformation, and accelerate the breakthroughs of a number of iconic major equipment, such as green electric power equipment, rail transportation and construction machinery. Strengthening the status of enterprises as the main body of scientific and technological innovation, and fostering scientific and technological leaders in the field of green and low-carbon enterprises, and specialized, special and new "small giant" enterprises. Accelerate the construction of innovation consortia and original technology sources in key green and low-carbon fields. (xiv) Improving the green and low-carbon standards system. It will give full play to the roles of relevant standardization and technology organizations, accelerate the formulation of national standards, industry standards and group standards for basic general carbon emissions, accounting and reporting, low-carbon technologies and equipment, etc., in accordance with the principles of demand-orientation, advanced applicability and urgency, and complete the formulation and revision of more than 500 urgently needed standards for carbon peaking by 2030. Continuously improve the standards for energy conservation, water conservation, comprehensive utilization of resources and environmental protection equipment, steadily upgrade the standards for green factories, green products, green industrial parks and green supply chains, and synergistically push forward the standards in the field of digitally empowered green and low-carbon. We will strengthen the research and comparative analysis of international standards, promote the transformation and application of advanced international standards in China, actively participate in the formulation of international standards and rules, and promote the transformation of China's green and low-carbon standards into international standards.

(xv) Optimize the green low-carbon benchmarking cultivation system. Give full play to the leading role of green low-carbon benchmarking, build a green manufacturing "comprehensive benchmarking" and segmented "single benchmark" linking the benchmarking cultivation system, to create a manufacturing industry green development leading force. The company will formulate green factory gradient cultivation and management methods, give full play to the fundamental and guiding role of green factories in the green and low-carbon transformation of the manufacturing industry, vertically form a green factory cultivation mechanism linking the three levels of the country, province and city, and horizontally create green factories through green industrial parks and green supply chain management enterprises to drive the creation of green factories in the parks and upstream and downstream enterprises in the supply chain. VI. Organization and implementation

Utilizing existing bilateral and multilateral mechanisms, it will strengthen the exchange and docking of green development strategies, planning, policies, standards and conformity assessment. Deepen exchanges and cooperation with other countries in green technology, green products, green equipment, green services and product carbon footprint management, promote the orderly export of China's new energy, new-energy vehicles, green environmental protection and other technologies and equipment, and encourage the construction of Chinese-foreign cooperative green industrial parks in places with the conditions in China, so as to contribute to the development of global green development in China.

(xviii) Strengthening talent training. It supports universities and research institutes to set up urgently needed and scarce specialties in the field of green and low-carbon, and encourages enterprises to carry out "order-type" training of talents with universities and research institutes. Relying on the Manufacturing Talent Support Program, the Engineer Excellence Fire Plan and various high-level talent programs, the introduction and cultivation of high-level talents in the field of green and low-carbon at home and abroad. (xix) Do a good job of publicity and guidance. Organize and carry out activities such as National Ecology Day, Environment Day, Energy Conservation Awareness Week, Low Carbon Day, China Water Week, etc., strengthen various types of media, public welfare organizations to guide public opinion, increase the greening of the manufacturing industry to develop relevant policies and regulations, advanced technologies, typical cases of publicity, and promote a number of advanced experience and initiatives that can be learned from and can be copied.
