On February 5, the State Railway Administration (SRA), the National Development and Reform Commission (NDRC), the Ministry of Ecology and Environment (MOE), the Ministry of Transportation (MOT), and the National Railway Group (NRG) jointly issued the "Implementation Plan for Promoting Low-Carbon Development of the Railway Industry".
The Implementation Program specifies the guiding ideology and basic principles of low-carbon development in the railroad industry, puts forward the overall objectives and main indicators, and proposes 12 key tasks in five aspects. One is to promote the construction of green railroads. It advocates green design and construction, designs and builds new passenger stations in strict accordance with relevant standards for green construction, promotes the green transformation of existing passenger stations, and promotes the electrification of existing railroads. The second is to promote the low-carbon transformation of transportation equipment.Accelerate the replacement of locomotives, promote the large-scale application of ultra-low and near-zero emission vehicles, promote the new energy upgrading and replacement of high-energy-consuming and high-emission locomotives, and reduce the emission level of internal combustion locomotives.Third, optimizing and adjusting the transport structure.Improve the railroad collection and transportation system, increase the proportion of railroad transportation, strengthen the connection between railroads and other modes of transportation, and vigorously promote the development of multimodal transportation.Fourth, promote green operation and maintenance.Reasonably and efficiently carry out transportation organization, vigorously develop intelligent train scheduling and grouping technology, improve transportation efficiency, promote green and low-carbon transformation of the operation and maintenance system, and reduce energy consumption and environmental pollution in the operation and maintenance chain. Fifth, establish a long-term development mechanism. It will actively participate in the construction of the carbon market, promote the construction of green and low-carbon standards for railroads, and actively participate in international cooperation on climate governance.
The Implementation Program proposes that.Implementation of the Green Terminal Project.New passenger stations are designed and constructed in strict accordance with relevant standards for green construction. The green renovation of existing passenger stations is strengthened and green lighting is implemented. Through the application of energy control technology and frequency conversion, energy-consuming equipment such as HVAC, water supply and drainage, and electrical equipment are optimized for energy conservation and control.Installation of photovoltaic systems in passenger stations with conditions, and selection of typical passenger stations for pilot applications to form a demonstration effect. Strengthen the application of energy-saving and new energy technologies such as photovoltaic power generation at stations, and prioritize the use of roofing for new railroad stations and other buildings.Integration of photovoltaic constructionWay (BIPV) or set aside conditions for the installation of photovoltaic power generation systems.New large-scale field stations approved from 2024 onwards are required to adopt energy control technology and meet three-star green building standards. Accelerating the transformation of intelligent control of green lighting in large stations, and implementing the substitution of light-emitting diode (LED) light sources for lighting of stations, light bridges, light towers and landscapes in an orderly manner. Fully implement green delivery, and conduct green construction effect assessment before project delivery. Carry out pilot demonstration work of green low-carbon passenger stations, and build a number of energy-saving low-carbon railroad passenger stations.
