On October 30, the National Energy Board issued a notice on improving the grid-related security capacity of new energy and new grid-connected subjects to serve the high-quality development of the new power system.

The notice pointed out that to scientifically define the scope of network security management. The National Energy Board should work with the local power management department, taking into account the system security needs, technical economics and the main affordability of the grid and other practical situations, according to the new energy and new main grid type, capacity size, access voltage level, system operating characteristics, etc., scientifically define the jurisdiction of the new energy and new main grid safety management scope of the main, the must be managed to manage the management of the in place. Notice of the National Energy Administration on Enhancing the Grid-Related Security Capabilities of New Energy and New Grid-Connected Entities to Serve the High-Quality Development of the New Power System

Under the guidance of the goal of carbon neutrality, the proportion of new energy installed capacity has increased rapidly, and new types of grid-connected entities, such as new energy storage, virtual power plants and distributed smart grids, have emerged widely, and significant progress has been made in the construction of new types of power systems. However, due to the new energy and new grid-connected subjects related to grid safety management norms and standards are relatively decentralized, individual new grid-connected subjects have not yet been included in the unified scheduling, resulting in a part of the vacuum related to the safety management of the grid, affecting the safe and stable operation of the power system. In order to deeply implement the new energy security strategy of "four revolutions and one cooperation", implement the "Guiding Opinions of National Development and Reform Commission of China National Energy Administration on Strengthening the Stability of Electric Power System under New Circumstances" and "Guiding Opinions of National Development and Reform Commission of China National Energy Administration on Strengthening the Capacity of Grid Peak Storage and Intelligent Dispatching", and further enhance New energy and new grid-connected main body involved in network security capabilities, strengthen the rigid implementation of the existing security management norms and standards, is hereby notified on the relevant matters as follows.

I. Accurately grasp the overall requirements of network-related safety management work

(i) Attaching great importance to grid-related safety management. Strengthen the new energy and new grid-related safety management to ensure the safe and stable operation of the main body, is the basis and premise of the new power system to serve the development of high-quality, once the main body of the grid security accidents, not only to damage the current interests, but also to the long-term development of the industry has a negative impact. Each unit should closely follow the new situation of energy transformation and power supply objectives, with a high sense of responsibility and sense of mission, innovative security management mode, effective control of security risks, and resolutely prevent the occurrence of grid-connected security accidents.

(b) Scientifically define the scope of network security management. The National Energy Board should work with the local power management department to define the scope of grid-related safety management of new energy and new grid-connected subjects within its jurisdiction, taking into account the actual situation of system security needs, technical economics and the affordability of the main body of the grid, according to the type of new energy and new main body of the grid, the size of the capacity, the level of access voltage, the operating characteristics of the system, etc., and to put into place the management of what must be managed. (c) Compacting all parties involved in network security management responsibilities. Power scheduling organizations should strengthen the new energy and new grid-connected subjects into the scope of grid-related security management, unified scheduling management, according to relevant laws and regulations and standards, and do a good job in the technical supervision of the network-related secondary systems and monitoring systems. Grid enterprises shall strengthen the management and control of grid security risks, and provide guarantee for the safety of grid-connected subjects. The owners (units) of new energy sources and new grid-connected subjects included in the scope of grid safety management shall strictly fulfill their main responsibilities, accept the unified dispatching of power dispatching agencies, implement grid safety management rules and regulations, and meet the demands for safe and stable operation of the system.

II. Effective enhancement of network-related security performance

(d) Optimizing grid-related management services. The power dispatching organization shall strengthen the professional training of the grid-connected main body, and help the grid-connected main body to improve the professional level and working ability of the technical staff. Front-end participation in the design and construction process of the main body of the grid, open communication channels, and timely guidance to the main body of the grid to solve network-related technical problems encountered. Before grid connection, the power dispatching organization shall strictly audit the grid-related performance type test report provided by the grid-connected subject within the scope of grid-related security management, and the report shall be issued by a third-party organization with CNAS/CMA qualification (accreditation by China National Accreditation Service for Conformity Assessment or China Metrology Certification) or equivalent qualification capability, and the grid connection shall be allowed only after the audit is agreed; after grid connection, the power dispatching organization shall strengthen the operation process of the grid-related performance assessment and make timely proposals for improvement. After grid connection, the power dispatching organization shall strengthen the performance evaluation during the operation process, put forward the improvement requirements in time, and ensure the stable performance of grid connection.

(e) Promote friendly grid connection of grid-connected subjects. The owner (unit) of new energy and new grid-connected main body should organize and implement the construction of engineering projects in accordance with the "Guidelines for Power System Security and Stability" (GB 38755-2019), "Technical Guidelines for Power System Network Source Coordination" (GB/T 40594-2021), as well as national standards related to wind power, photovoltaic, and energy storage and other industry standards, to ensure that the configuration of secondary systems such as relay protection, security and stability control devices, communication equipment, etc. meets the requirements. III. Strengthening network-related parameter management

(vii) Standardize the management process of grid-related parameters. The power dispatching organization shall strengthen the unified management of the grid-related parameters of the grid-connected main body into the scope of grid-related safety management. The control logic and parameters of the grid-related safety-related equipment of the main grid-related protection value shall not be adjusted without authorization, the key technical parameters of the upgrade or transformation of the relevant program should be fully demonstrated and submitted to the power scheduling agency to review and agree to the implementation of the program. After the change of control logic or parameters, network-related performance review test should be carried out within the specified time to ensure that network-related performance requirements are met.

(h) Strengthening modeling and parameter measurement management. The power dispatching agency shall carry out electromagnetic transient simulation or electromechanical-electromagnetic hybrid simulation and verification based on the measured modeling of the grid-connected main body and the access of a high proportion of power electronic equipment to the power grid. The main body of the grid should carry out electromagnetic transient and electromechanical transient modeling and parameter measurement based on the requirements of power system stability calculation and analysis, and the main body of the grid should provide the corresponding models of electromagnetic transient and electromechanical transient models of the grid-connected generating equipment to the power scheduling agency prior to the grid connection. New energy and new grid-connected entities that are not included in the scope of grid-related safety management can be provided by equipment manufacturers on their behalf.

(ix) Implementing the requirements for retesting grid-related parameters. Power dispatching agencies should improve the full cycle of grid-related parameters of the grid-connected main body, refined management mechanism, to ensure that the power system stability calculation and analysis of scientific and accurate conclusions. Grid-connected subject of AGC, AVC, SVG, a FM and other grid-related parameters should be regularly retested, the retest cycle should not exceed 5 years, the test should be carried out by a third-party organization with CNAS / CMA qualification or equivalent qualification capacity, the test program, the test results and test reports should be examined and confirmed by the power scheduling agency.

IV. Optimizing grid-connected access services

(j) Strengthening access to grid security risk assessment. Grid enterprises should study and analyze the security risks of distributed new energy access, cooperate with the distributed new energy access grid carrying capacity assessment work, guide the scientific layout of distributed new energy, safe access, efficient consumption. Local electric power management department in the distributed new energy access grid carrying capacity assessment work, should fully consider the distributed new energy access to the impact of the safe operation of the grid.

(k) Implementation of grid-connected scheduling agreement management. Power dispatching agencies shall adhere to unified dispatching and hierarchical management, and shall organize the signing of grid-connection scheduling agreements for new energy sources and new grid-connected subjects that are included in the scope of grid-related security management. When signing the grid-connection scheduling agreement with a virtual power plant, the power dispatching organization may divide the aggregated adjustable resources into one or more virtual power plant units according to the different physical and electrical subdivisions of the power grid where the aggregated adjustable resources are located. The power supply connected within the virtual power plant shall be managed in accordance with the requirements for grid-connected power supply in terms of grid-related security, and the virtual power plant as a whole shall implement the operational management requirements without involving the management of grid-related parameters and performance.

(xii) Strengthening the control of the grid access process. Included in the scope of network security management of new energy and new grid-connected main body should be organized to carry out network acceptance work to ensure that the primary and secondary equipment and various types of systems to meet the requirements of the grid. Grid enterprises and their power scheduling organizations should do a good job of grid-connected main grid-related equipment configuration, parameters, performance, control capabilities and other grid conditions to confirm the work, the conditions do not meet the grid shall not be connected. After grid connection, each grid-connected subject shall complete all the network-related tests and submit the qualified test results to the power dispatching organization within the specified time.

V. Strengthening grid-connected operation management

(xiii) Strengthening capacity change management. Local electric power management departments should work with power grid enterprises to establish new energy and new grid-connected subject capacity (including AC side and DC side) change application, audit, testing and other management mechanisms, power grid enterprises should improve the grid-connected subject shutdown, maintenance management process, to ensure that the grid-connected subject grid operation during the power generation and regulation of the ability to be effectively controlled. The grid-connected entity shall strictly implement the capacity change management process and strictly prohibit private capacity change.

(xiv) Strengthening the capacity for regulation and information collection. Grid-connected subjects included in the scope of grid-related security management should have the ability to receive and execute control and regulation instructions from power dispatching organizations, and meet the "adjustable and controllable" requirements for grid operation. The grid-connected entity shall, in accordance with the requirement of "observable and measurable" grid operation, upload real-time operation information of major equipment, including but not limited to active power, reactive power, voltage, current and other remote measurements, as well as telecommunication quantities such as the location of major equipment, important protection signals and other information as required by the protocol of grid-connected scheduling. The information uploading shall meet the minute-level collection requirements, and the relevant operation information and dispatching control functions shall be connected to the dispatching system, and the communication mode and protocol shall meet the requirements of the power dispatching organization.

(xv) Strengthening the operation and management of virtual power plants. Virtual power plants included in the scope of network security management shall submit the list of adjustable resources and change applications to the power dispatching organization on a monthly basis. In principle, adjustable resources and their capacities shall not be changed arbitrarily within a month, and if adjustment is necessary, the application for change shall be submitted to the power dispatching organization prior to the adjustment. The virtual power plant carries out real-time operation monitoring, grasps the operation status of the aggregated adjustable resources in real time, automatically receives and strictly implements the clearing results of the participating markets, and timely and automatically reports the implementation status to the market operators, and it is strictly prohibited to tamper with all kinds of data privately.

(xvi) Strengthen network security management. The main body of the grid connection shall strictly implement network security-related laws and regulations, national standards and industry standard requirements, optimize the network security protection system of the power monitoring system, strengthen the supply chain security control, and prohibit the unauthorized setting or reservation of any external control interface. New energy and new grid-connected subjects that use cloud platforms and other Internet technologies for monitoring should install network security monitoring, isolation devices and other network security facilities in accordance with regulations and standards, and file them with the corresponding scheduling organizations. The network security protection of the control-related functions of the technical support system (or platform) of the virtual power plant shall strictly implement the requirements of the Provisions on the Security Protection of Electric Power Monitoring Systems (Decree No. 14 of the National Development and Reform Commission of the People's Republic of China in 2014).

(xvii) Strengthening communications operation management. The operating conditions of the new energy and new grid-connected main communications equipment connected to the power communications network should meet the operating requirements of the power communications network and be maintained by specialized personnel, and the communications equipment should be incorporated into the unified management of the power communications network management system and strictly implement the requirements for the operation and maintenance management of the communications scheduling. The information sent to the power dispatching organization should be complete, full and accurate, and the communication link should be reliable and stable.

VI. Creating a safe environment for development

(xviii) Improve the supervision and management mechanism. The National Energy Administration and its dispatching agencies, local power management departments should strengthen the supervision and management of network security, improve the supervision and management coordination mechanism, and regularly organize the supervision and inspection of power grid enterprises and their power dispatching agencies, and the main body of the grid. Power scheduling agencies should strengthen the main grid-related safety management, for the main grid to avoid the power scheduling agencies to take control of the act of sabotage of communications equipment and facilities, etc., to serious scheduling discipline and in accordance with the relevant provisions of the assessment, if necessary, in accordance with the provisions of the implementation of the power grid to discharge the program, and report the situation to the National Energy Board and its agencies, the local electric power management department.

(xix) Strengthening publicity and guidance. Strengthen the publicity and interpretation of policy documents, strengthen the awareness of common security governance, gather consensus on security development, and create a security environment conducive to the development of grid-connected main body.
