Grid Security Risk Management Approach
Chapter I. General provisions
Article 1 In order to effectively prevent the risk of large-scale power grid outages, the establishment of scientific prevention-oriented, process management as a means of whole-process closed-loop supervision as a means of support for the full coverage, full control, efficient and coordinated grid security risk management mechanism, the development of this approach.

Chapter II. Grid Security Risk Identification and Ranking
Article 4 The power grid enterprises and their power dispatch institutions are responsible for organizing the risk identification, power generation enterprises, power users and other grid-connected subject owners should cooperate with the risk identification work. Risk identification should be clear that the risk may lead to the consequences, find the cause of the risk, to determine the failure scenarios.
Article 5 The consequences that may result from the risk mainly include the proportion of grid load reduction or power outage users, as well as indicators such as the degree of impact on the stable operation of the grid and the reliable supply of electricity caused by the failure and shutdown of units, disorderly disconnection of other grid-connected subjects, and power outage of important power users.
Article 6 The causes of risk formation mainly include grid structure, power supply layout, load characteristics, equipment status, personnel behavior, operating environment and other factors. Part of the risk can be formed by a combination of multiple causes.
Article 7 The fault scenarios can refer to the three levels of large disturbances stipulated in the Guidelines for Power System Security and Stability, and each power enterprise can refine the multiple faults and other contingencies in the third level of large disturbances according to the actual situation.
Article 8 The power grid enterprises and their power dispatching agencies are responsible for organizing the risk rating.
Grid security risk levels are classified according to the following principles. For risks that may lead to particularly significant power security accidents, they are defined as Class I risks; for risks that may lead to significant power security accidents, they are defined as Class II risks; for risks that may lead to large power security accidents, they are defined as Class III risks; for risks that may lead to general power security accidents or a total shutdown of the county power grid, they are defined as Class IV risks; and other risks are defined by the grid enterprises and their power dispatching organizations Other risks are defined by power grid enterprises and their power dispatch organizations.
Chapter III. Grid security risk monitoring
Article IX of the power grid security risk monitoring should follow the principle of zoning and grading.
For the security risks of power grids above level 4, the risks of inter-regional power grids are monitored by the power grid enterprises belonging to the inter-regional power grid projects, and the National Energy Administration (NEA) is responsible for the supervision and guidance of the related work; the risks of intra-regional inter-provincial power grids are monitored by the local regional power grid enterprises, and the local regional dispatching organizations of the National Energy Administration (NEA) are responsible for the supervision and guidance of the related work; and the risks of intra-provincial power grids are monitored by the local power grid enterprises, and the local dispatching organizations of the NEA and local power management departments are responsible for the supervision and guidance of the related work according to their respective responsibilities. The local power grid enterprises shall be responsible for monitoring the risks of power grids within the province, and the local dispatching organizations of the National Energy Administration and the local power management departments shall be responsible for the supervision and guidance of the relevant work according to their respective responsibilities. Other risks are monitored by the grid enterprises themselves.
Article 10 of the power grid security risk monitoring work should closely track the development and change of risk, dynamic identification of grid security risk, rolling adjustment of grid security risk level.
Article 11 For grid security risks above level 4, the relevant grid enterprises shall, in accordance with the supervisory and guiding relationships listed in Article 9, report to the National Energy Administration or the relevant dispatching agencies, local power management departments, and the dispatching agencies of the National Energy Administration shall report to the National Energy Administration and copy to the local people's government of the province (autonomous regions and municipalities directly under the central government).
Chapter IV. Grid security risk control
Article XII of the power grid enterprises and their power dispatching organizations, power generation enterprises, power users and other grid-connected main body of the owner is responsible for risk control within its jurisdiction, the grid security risks may lead to the consequences of the control within a reasonable range. The National Energy Administration and its dispatching agencies, local power management departments are responsible for supervising and guiding the risk control work within their respective areas of responsibility.
Article 13 For risks above level 4, power grid enterprises and their power dispatching organizations shall formulate risk control programs. Risk control program should be in line with relevant national regulations and technical regulations, procedures and other requirements, comprehensive consideration of risk control methods and approaches, when necessary, with power generation enterprises, power users and other risk-related parties to communicate and explain to ensure the feasibility of the risk control program and the operability of the control measures.
For other risks, grid companies and their power dispatch organizations need to specify control measures.
Article 14 The power grid enterprises, power generation enterprises, power users and other owners of grid-connected entities shall implement their respective responsibilities to ensure that the human, material and financial resources required for risk control, to ensure that the risk control program and measures are put in place.
Article 15 The power grid enterprises, power generation enterprises, power users and other owners of grid-connected subjects shall take comprehensive measures to reduce the probability of risk, mitigate the consequences of risk, and enhance the emergency response capability, etc., to control the risk of grid security.
Measures to reduce the probability of risk include, but are not limited to, special hidden danger investigation, organizing special inspection of equipment, carefully selecting operators, strengthening on-site safety supervision, and strengthening technical supervision and management of equipment.
Measures to mitigate the consequences of risk include, but are not limited to, shifting loads, adjusting scheduling plans, canceling market clearing results, adjusting operating modes, rationalizing operating schedules, and adopting demand-side management measures.
Measures to enhance emergency response capabilities include, but are not limited to, the development of emergency response programs, the conduct of anti-accident emergency drills, advance notification of safety risks to users, and advance warning of catastrophic weather.
Article XVI may have an impact on power generation enterprises, power users of the grid risk, power grid enterprises and their power scheduling organizations should be timely risk communication and description; power generation enterprises, power users due to their own reasons may affect the safe operation of the grid, to timely report to the grid enterprises and their power scheduling organizations.
Article 17 The power grid enterprises and their power dispatching agencies shall assess the effectiveness of the implementation of risk control programs or measures, and the higher-level units of other risk-related parties shall check the implementation of risk control programs or measures of the lower-level units to ensure that the risk control measures are effectively implemented.
Chapter V. Grid security risk management
Article 18 of the power grid security risk management should follow the principle of source management, comprehensive management, systematic prevention and resolution of power grid security risks.
Article 19 Risk management should be combined with grid planning, through the optimization of grid planning, appropriate adjustment of the order of implementation of planning projects, enhance the network structure, and consolidate the foundation of safe operation of the power system.
Article 20 The risk management should be combined with the design work, through a comprehensive and detailed investigation, comprehensive consideration of the operating environment, electricity demand, load characteristics and other factors, the implementation of differentiated design, equipment selection, improve the system's ability to withstand risk.
Article 21 Risk management should be combined with construction, through the reasonable optimization of construction programs, strengthen the process of control, enhance the level of construction, strict completion and acceptance, to ensure the quality of power grid construction projects.
Article 22 Risk management should be combined with hidden danger investigation and management, through strengthening the daily security hidden danger investigation and management work, to eliminate the major hidden dangers and weaknesses affecting the safe operation of the electric power system, to reduce accidents, and to ensure the safety of the power grid.
Article 23 Risk management should be combined with reliability management, through strengthening the whole life cycle management of equipment, analyzing the operating condition and health level of equipment, implementing corrective measures, and reducing the potential risks of grid operation. At the same time, the reliability statistics of equipment shall be strengthened to provide technical support for the identification and grading of risks.
Article 24 Risk management should be combined with material management, and the overall technology and quality level of equipment should be improved by strengthening the whole chain of material procurement management, strengthening equipment supervision and manufacturing and acceptance and commissioning, and strictly checking into the network.
Article 25 The risk management should be combined with disaster prevention, by summarizing the law of disasters, assess the impact on the safe operation of the power grid, improve the standard of defense according to local conditions, and in the planning and design, construction and operation, material management and other aspects of the implementation of the power grid disaster prevention and mitigation capabilities.
Article 26 Risk management should be combined with emergency management to control and reduce losses caused by accidents by improving the emergency plan system, establishing and improving the emergency response mechanism, strengthening emergency drills, and forming a diversified way of emergency material reserves.
Article 27 The power grid enterprises and their power dispatching organizations, power generation enterprises, power users and other owners of grid-connected main units should coordinate and promote the risk management work, regularly carry out self-examination and assessment, and if necessary, the key difficulties to the National Energy Administration and its dispatching agencies, the local electric power management department report.
Chapter VI. Work implementation and supervision and management
Article 28 The power grid enterprises and their power dispatching agencies should be analyzed through the operation mode, summarize the unit's grid security risk control work on an annual basis, in-depth analysis of the existence of security risks under the jurisdiction of the power grid, the formation of a risk identification list; put forward targeted risk management and control measures, the formation of risk control programs and risk management recommendations, the preparation of the formation of the enterprise's annual risk management and control report.
Grid enterprises and their power dispatching organizations shall establish a mechanism for reporting and reviewing annual risk management and control reports at each level. Above each provincial level, power grid enterprises and their power dispatching organizations should report their annual risk management and control reports to the National Energy Administration and its dispatching agencies, and the local power management departments, which are responsible for the corresponding supervision and guidance.
Each regional dispatching agency of the National Energy Administration shall summarize and form an annual risk control report for the region, and submit it to the National Energy Administration before March 20 each year.
Article 29 The power grid enterprises and their power scheduling agencies to do a good job in the key time security risk management and control work, the organization to carry out peak summer, peak winter special security risk analysis, the formation of special risk management and control report. The report should focus on the peak summer (winter) power supply and demand characteristics of the overall, rolling identification of the peak summer (winter) during the security risks, risk monitoring, control work to make arrangements.
The power grid enterprises above each provincial level and their power dispatching organizations should report the security risk analysis reports of peak summer and peak winter to the National Energy Administration or relevant dispatching organizations and local power management departments before May 1 and November 1 each year, respectively.
Article 30 For the identification, monitoring to more than four levels of grid security risks, power grid enterprises and their power scheduling agencies shall promptly identify the risks, rating, monitoring, control measures and their implementation of the assessment of the effectiveness of the corresponding risk supervision and guidance responsibilities of the National Energy Board and its dispatching agencies, the local power management department. For power generation enterprises, power users and other owners of grid-connected entities and other risk-related parties fail to implement the risk control program, power grid enterprises and their power dispatching agencies should promptly report to the National Energy Board, the local agencies, the local power management department.
Article 31 The National Energy Administration and its regional agencies shall establish an annual operation mode analysis meeting system, in principle, before March 31 each year in conjunction with the local power management department to organize power grid enterprises and their power dispatch agencies, power generation enterprises, relevant power users and other grid-connected main owner units to convene an operation mode analysis meeting, to inform the conclusions of the analysis of the operation mode, to unify the plant and network understanding, to strengthen the synergies between plants and grids, and to supervise the implementation of major risk control measures and governance recommendations. The regional dispatching agencies of the National Energy Administration shall convene regional operation mode analysis meetings in conjunction with the regional dispatching agencies and local power management departments.
Article 32 The National Energy Administration and its dispatching agencies, the local power management department shall track the enterprise reported grid security risk control, from time to time to carry out supervision and inspection of the implementation of grid security risk control or focus on random checks, coordination and guidance to the relevant parties to solve the key problems in the control of grid security risks.
Article 33 For failure to report as required or failure to take timely control measures resulting in electric power safety accidents or incidents, the National Energy Administration and its dispatching agencies will deal with the responsible units and responsible persons in accordance with relevant laws and regulations.

Article 35 These Measures shall come into force on the date of publication, and the former Measures for Grid Security Risk Control (Trial) (Guoneng Security [2014] No. 123) shall be repealed at the same time.
Policy Interpretation of the Grid Security Risk Management Approach
In order to further improve and perfect the grid security risk control mechanism, effectively prevent the risk of large-scale grid outages, and safeguard the safe development of the new electric power system, the National Energy Administration organized the revision of the "Grid Security Risk Control Measures (for Trial Implementation)" (hereinafter referred to as the "Measures").
In 2014, the National Energy Administration issued the Measures for Grid Security Risk Management and Control (Trial) (National Energy Security [2014] No. 123), which plays an important role in reducing and controlling all kinds of risk factors for grid security, and preventing large-scale blackout events, and is widely praised by electric power regulators and electric power enterprises. In recent years, laws and regulations, policy documents, national standards such as the Guidelines for Security and Stability of Electric Power Systems and other laws and regulations, policy documents and national standards have been formulated (revised), promulgated and implemented, and the country has new requirements for the work of grid security risk management and control. At the same time, the rapid expansion of the grid scale over the past ten years, the more complex system operating characteristics, grid security risks have increased significantly, the need to further improve the level of grid security control through the revision of the Measures.
Grid Security Risk Management Measures" is divided into seven chapters and 35 articles, generally following the original framework structure, solidified and retained the mature experience and practice, on this basis, to further strengthen the source governance, targeted to supplement the new power system to adapt to the new challenges of the new issues of the control measures, focusing on the revision and improvement of the content of the five aspects.

The annual operation mode analysis mechanism has been incorporated into the work of grid security risk control. New key periods of grid security risk control work, requiring power grid enterprises and their power dispatching agencies to organize and carry out peak summer and peak winter special security risk analysis, and form special risk control reports. The long-established annual operation mode reporting and analysis meeting system has been incorporated into the grid security risk control system to promote scientific analysis to guide risk management and control, quantitative research and judgment to promote plant and network synergies, and to supervise the implementation of major risk management and control measures.
