In order to fully implement the spirit of the twentieth CPC National Congress and the second and third plenary sessions of the twentieth session of the CPC Central Committee and the State Council on the carbon peak carbon and major decisions and deployments, to promote the construction of a green, low-carbon and recycling development of the economic system, and promote the formation of a green, low-carbon mode of production and lifestyle, is now vigorously implement the action of renewable energy alternatives to formulate the following views.
I. General requirements
Vigorously implement renewable energy substitution, take Xi Jinping's thought of socialism with Chinese characteristics in the new era as a guide, implement the new energy security strategy of "four revolutions and one cooperation", adhere to the overall planning and safe substitution, correctly deal with the relationship between traditional and new energy sources, promote the integration of source, network and storage, and comprehensively enhance the safe and reliable supply capacity of renewable energy. "It should correctly handle the relationship between traditional energy and new energy, promote the integration of source, network, load and storage, and comprehensively enhance the ability of renewable energy to provide safe and reliable supply; integrate supply and demand, replace in an orderly manner, integrate the supply of renewable energy with the consumption of green energy in key areas, accelerate the promotion of incremental substitution, steadily expand the substitution of stock, and steadily promote the orderly substitution of renewable energy for traditional fossil energy. Integration and diversified substitution, synergistically promoting the integration and substitution of renewable energy with industry, transportation, construction, agriculture and rural areas, and economically and efficiently promoting the diversified development and substitution of power generation, heat supply, gas production and hydrogen production; science and technology leadership and innovative substitution, vigorously promoting the piloting of new technology research and development, and innovating the system and mechanism, and accelerating the cultivation of new scenarios, modes and forms of renewable energy substitution. II. Investing in the safe and reliable substitution of renewable energies
(i) Comprehensively enhancing the supply capacity of renewable energy. Accelerating the construction of large-scale wind power and photovoltaic bases focusing on deserts, the Gobi and desert areas, and promoting the development of offshore wind power clusters. Promote the construction of large hydropower bases in a scientific and orderly manner, and promote the integrated development of water, wind and light in an integrated manner. Develop distributed renewable energy resources nearby. Steadily develop biomass power generation and promote the large-scale development of solar thermal power generation. Accelerate the enhancement of renewable energy resources assessment, power forecasting, intelligent regulation and control capabilities. Promote the application of new technologies such as grid-type new energy and long time-scale power prediction. Develop bio-gas, bio-diesel, bio-jet fuel and other green fuels according to local conditions, and actively and orderly develop hydrogen production from renewable energy. Promote the rational and efficient use of geothermal energy resources, and promote the large-scale utilization of wave energy, tidal current energy and temperature difference energy. Promote the establishment of a heat supply system in which renewable energy and traditional energy sources are synergistic and complementary, and are utilized in a graded and comprehensive manner.
(ii) Accelerating the construction of supporting infrastructure for renewable energy. Promote the iteration of advanced technologies such as flexible direct-current transmission and hybrid AC and DC distribution grids, and accelerate the construction of digitalized and intelligent power grids. Strengthen the connection between renewable energy and power development planning, and promote the coordinated development of networks and sources. It will promote the upgrading and upgrading of the backbone grid framework, strengthen the construction of inter-provincial and inter-regional transmission channels, optimize dispatch control, and give priority to the dispatch of renewable energy power. Continuously optimize the structure of the distribution grid, accelerate the integration and intelligent upgrading of the first and second distribution grids, optimize the scheduling mechanism of the distribution grid, enhance the flexibility and carrying capacity of the distribution grid, and support the rapid development of distributed renewable energy. It has strengthened the construction and upgrading of infrastructure such as heat and gas pipeline networks and hydrogen supply networks, reinforced the interconnection of pipeline networks, and admitted more non-electric renewable energy sources in the vicinity.
(c) Deepening the potential for demand-side resource regulation. Actively broaden the scope of demand-response subjects and accelerate the construction of a demand-response resource base. Encourage demand response entities with charging and discharging capabilities to participate in the electricity market. Supporting areas with conditions, through the implementation of peak tariffs, widening the spot market price limit range and other means to guide power users to adjust their electricity consumption behavior. Strengthen demand-side management of electricity in key areas such as industry, construction and transportation, optimize processes and production flows, and participate in the regulation of the power system by means of interruptible loads and controllable loads.
(d) Diversified enhancement of power system regulation capacity. It has strengthened the flexibility transformation of coal power units, promoted the active participation of self-provided power plants in peaking, optimized the dispatching of coal power, and reasonably determined the order of dispatching and the depth of peaking. It will study and promote the optimization and upgrading of large hydropower stations, and build pumped storage power stations in an orderly manner. Strengthen the research and development of new energy storage technologies and multi-scenario applications. Promote the application of long-time heat storage type power generation, thermoelectric coupling, medium and high temperature heat utilization, and other photothermal applications. Encourage biomass power generation projects to provide peak shifting and other auxiliary services.
III. Accelerating the substitution and application of renewable energy in key areas
(v) Synergizing to promote the green and low-carbon transformation of industrial energy. Scientific guidance to the orderly transfer of industry to renewable energy-rich, resource- and environmentally sustainable areas, and strengthen the iron and steel, non-ferrous metals, petrochemicals and chemicals, building materials, textiles, paper and other industries and renewable energy coupling development. Improve the proportion of short-process steelmaking, in metallurgy, foundry, building materials, daily glass, non-ferrous, chemical and other key industries to promote electric boilers, electric kilns, electric heating and other technologies. Carry out new energy source, grid, load and storage integration projects in industrial parks, large-scale production enterprises and other peripheral areas, and promote the construction and application of industrial green microgrids, the direct supply of green power and the replacement of coal-fired captive power plants. Accelerate the promotion of renewable energy in paper-making, printing and dyeing, food processing and other areas of low-temperature heat utilization. Encourage low-carbon hydrogen to replace high-carbon hydrogen on a large scale in the fields of ammonia, synthetic methanol, petrochemicals, iron and steel, and explore the construction of wind and light hydrogen-ammonia-alcohol integration bases. Under the premise of guaranteeing good residential winter heating to promote cogeneration units within the heating range of coal-fired boilers shut down integration, according to local conditions to promote the coupling of biomass combustion technology transformation, encourage the development of large-capacity coal-fired boilers mixed with green ammonia combustion. Accelerate the promotion of oil and gas exploration and development and renewable energy integration and development, to create low-carbon zero-carbon oil and gas fields.
(vi) Accelerating the integration and interaction of transportation and renewable energy. Construction of renewable energy transportation corridors. Encourage the construction of multi-functional integrated optical storage, charging and discharging stations in qualified highway rest areas, railroad stations, bus terminals, airports and ports. Accelerate the development of electric passenger cars, steadily promote the electrification of buses as a substitute, and explore the promotion and application of new energy medium and heavy trucks. Actively explore the development of electrified highways and increase the electrification of railroads. Promote the use of shore power for ships calling at ports, and encourage the pilot application of green electric smart ships. Promote the application of sustainable aviation fuel, and carry out pilot operation of electric vertical take-off and landing aircraft. Promote the pilot application of green and clean liquid fuels for vehicles in an orderly manner. Supporting conditional regions to carry out pilot operation of biodiesel, bio-jet fuel, biogas, green hydro-ammonia alcohol, etc. in the field of ships and aviation.
(vii) Deepening the integrated application of renewable energy in buildings. Prioritize the use of renewable energy into the planning, construction, renewal and transformation of cities and towns. Promote the full implementation of green building standards for new buildings in towns and cities, and continuously improve the substitution requirements for renewable energy power, heat and gas. Promote ultra-low-energy and near-zero-energy buildings, develop near-zero-carbon buildings, and promote the application of flexible electricity technology in buildings. Promote the installation of photovoltaic systems on the roofs of existing buildings, and promote the installation of photovoltaic systems in new factories and new public buildings that are in a position to do so. Promote the full electrification of new public buildings, promote electric heat pump water heaters, high-efficiency induction stoves and other alternative coal-fired gas products, and promote the application of high-efficiency direct-current appliances and equipment. Actively promote the application of solar thermal energy in areas rich in solar energy resources and in buildings with stable hot water demand. Promote the application of geothermal energy, air-source heat pumps and centralized biomass energy for heating and cooling in accordance with local conditions, and remote areas can be heated using household biomass-forming fuel stoves in accordance with the principle of localization.
(viii) Comprehensively supporting the modernization of cleaner energy use in agriculture and rural areas. Decentralized wind power and distributed photovoltaic power generation are being actively developed in rural areas with the necessary conditions. It has promoted the synergistic treatment of agricultural and forestry waste, livestock waste and rural organic waste, and rationally distributed biomass power generation, centralized biomass clean heating and biogas projects. Accelerate the transformation and upgrading of rural energy infrastructure, and explore the construction of micro-energy grids (micro-grids). Promote the entry of biogas into the pipeline network in conditional areas, promote centralized heating in townships according to local conditions, give priority to the use of geothermal energy, solar energy and other heating, and gradually reduce or ban the loose burning of coal. Promote the transformation and upgrading of rural production and living electrification, build rural energy stations, and improve the capacity of rural energy public services. Combined with the construction of digital villages to enhance the level of rural intelligent energy use, the construction of rural energy facilities into the rural construction project library, high-quality construction of rural energy revolution pilot.
(ix) Coordinating the development and utilization of new infrastructure and renewable energy. It will strengthen the construction of charging infrastructure, gas filling stations and hydrogen refueling stations, and improve the urban and rural charging network system. Optimize the spatial layout of new infrastructure, and promote the integration and development of 5G base stations, data centers, supercomputing centers, etc. with photovoltaics, heat pumps and energy storage. Promote the deep integration and development of artificial intelligence, Internet of Things, blockchain, etc. with renewable energy. Support the development of new infrastructure, green power supply, source network, load and storage integration projects, carry out green certificate and green power trading and the construction of "green power parks", and increase the proportion of new energy power consumption in strategic projects such as "East counts and West counts". Supporting the construction of big data centers in regions with cold water resources in national hubs and nodes. Carrying out the green technological transformation of old base stations and "old, small and scattered" data centers in an orderly manner. Promoting the steady increase in the proportion of renewable energy used in newly built data centers year by year.
IV. Actively promoting innovative pilots for renewable energy substitution
(j) Accelerating pilot applications. Carry out pilot applications of deep-sea floating offshore wind power, annual production of 10 million cubic meters of biogas projects, and promote the deep joint operation of solar thermal and wind power and photovoltaic. In factories and parks to carry out green direct power supply pilot, promote the structure of the network type, isolated network operation, self-provisioning nature of renewable energy comprehensive utilization project pilot. Combined with resource conditions according to local conditions to promote large coal-fired power generation boilers mixed with agricultural and forestry waste and other coupled biomass combustion technology transformation. Encourage and guide renewable energy equipment renewal and upgrading and recycling of waste equipment and facilities. Promote the application of low-carbon and zero-carbon production processes and industrial process reengineering technologies in the fields of iron and steel, non-ferrous metals, petrochemicals, chemicals and building materials. Promote the application of hydrogen metallurgy and hydrogen-based chemical technologies. Promote the integration and innovation of the optical storage and terminal letter industry, and explore the development of optical storage charging and discharging integration pilot. Support parks, enterprises, large public buildings, etc., to carry out the pilot project of supplying and using a high proportion of new energy, and significantly increase the proportion of new energy power consumption. In the national and provincial economic development zones that have the foundation to create new energy consumption 100% by renewable energy supply of green energy pilot parks in a market-oriented manner.
(xi) Promoting industry integration and innovation. Promote the cross-industry integration of industry, transportation, construction, agriculture, forestry and other renewable energy sources, and promote the deep-seated and three-dimensional development of photovoltaic sand control, photovoltaic corridors and ocean pastures, so as to form an innovative alternative development situation of deep integration and continuous substitution. Support the development and growth of digital energy, virtual power plants, rural energy cooperatives and other new business entities, and cultivate new business forms that are adapted to clean, efficient and safe energy substitution. Encourage the innovation of business models that can promote multi-species, multi-field and multi-form substitution of renewable energy, vigorously develop comprehensive energy services that can support efficient synergy between supply and demand, and accelerate the landing of new business models such as vehicle-grid interaction and electric carbon asset management.
V. Strengthening safeguards for renewable energy substitution
(xii) Improving laws and regulations and standards. To establish and improve laws and regulations that support the priority utilization of renewable energy, and to clarify the rights, obligations and legal responsibilities of all types of subjects in the development and utilization of renewable energy, in conjunction with the formulation and revision of the Energy Law, the Renewable Energy Law, the Electricity Law and the Energy Conservation Law. Accelerate the improvement of renewable energy-related standard system. Combined with the formulation and revision of standards in key areas, the alternative use of renewable energy will be incorporated into the standard and normative system for green and low-carbon development in various fields. Strengthen the implementation of standards and norms, and promote the evaluation of implementation effects.
(xiii) Improving green energy consumption mechanisms. Fully implement the requirement that non-fossil energy sources are not included in the control of the total amount and intensity of energy consumption, use green certificates as the basic vouchers for accounting for renewable energy power consumption, and strengthen the effective connection between green certificates and energy-saving and carbon reduction policies. Improve the mechanism of weighting the responsibility of renewable energy power consumption, implement the responsibility of consumption to key energy-using units, and strengthen the rigid constraints on the use of green power by high energy-consuming enterprises. Accelerate the establishment of a green power consumption certification mechanism based on green certificates. Promote the convergence of green certificates for green electricity with the national carbon market. Incorporate green power consumption requirements into green product evaluation standards, expand the green product certification catalog, study and formulate policies related to government procurement in support of green products, and promote the enjoyment of green finance and other policies for products produced mainly with green power.
(xiv) The implementation of scientific and technological financial support policies. Make good use of the first (sets) of major technology and equipment to promote the application of relevant policies and national key research and development program focus on special projects to support the research and development of key renewable energy alternative technologies and pilot applications. Establish and improve the green financial mechanism to support various fields of various types of main investment in renewable energy alternative utilization and infrastructure construction and upgrading. Encourage the innovation of credit products and services, and provide long-term and stable financing support in accordance with the principle of marketization and the rule of law.
(xv) Improving market and price mechanisms. Deepen the market-oriented reform of feed-in tariffs for new energy sources, establish and improve the medium- and long-term, spot and auxiliary service market trading mechanisms for electricity that are adapted to the characteristics of renewable energy sources, and support renewable energy power generation projects to carry out direct transactions with various types of users and sign multi-year agreements on the purchase and sale of electricity with users. Promote the fair participation in the auxiliary service market of renewable energy power generation or comprehensive utilization systems that have the capacity to provide auxiliary services. Establish and improve the market mechanism for renewable energy heating, biogas and clean low-carbon hydrogen. Establish and improve the price mechanism for energy storage. Exempt the electricity consumption of centralized charging and switching facilities from the demand (capacity) electricity fee for a specified period of time for the implementation of the two-part electricity price system. Promote the participation of distributed new energy generation in market-based transactions in a steady and orderly manner, and promote the consumption of distributed new energy in the vicinity. Strengthening the supervision of new energy in terms of fair access to the power grid, participation in the power market and consumption and utilization.
(p) Deepening international cooperation. It will strengthen green energy cooperation with countries along the Belt and Road, deepen practical cooperation in green energy, and promote the completion of a number of best-practice green energy projects. It will establish a statistical analysis platform for international cooperation in clean energy, and promote international cooperation in the research and development of advanced technologies and equipment for renewable energy applications in key areas such as industry, transportation, construction, agriculture and rural areas. Support the exchange of green certificates and green power with international organizations, and promote green certificates to go out. Promote the "Belt and Road" Science and Technology Innovation Action Plan, and carry out joint research, exchanges and training.
(xvii) Strengthening publicity and guidance. Mobilizing the entire population to participate in renewable energy substitution actions, organizing training and pilot activities for the application of renewable energy in cities, villages, communities and parks, strongly supporting the sale and use of renewable energy products, and promoting the practice and promotion of green lifestyles among residents.
Development and reform at all levels, energy, industry and information technology, transportation, housing and urban and rural construction, agriculture and rural areas, science and technology, finance, natural resources, ecological environment, finance, data, railroads, civil aviation and other departments in accordance with the division of functions to strengthen synergies, strengthen coordination and supervision and guidance, and to promote the organization and implementation of this opinion.
