Work program to improve the carbon emission statistics and accounting system

In order to implement the relevant deployment of the Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting Chinese Modernization, the Opinions of the CPC Central Committee and the State Council on Accelerating Comprehensive Green Transformation of Economic and Social Development, and in accordance with the requirements of the Work Plan for Accelerating the Construction of a Dual-Control System of Carbon Emissions of the General Office of the State Council, we adhere to the combination of goal-oriented and problem-oriented, and make efforts to crack the shortboard constraints faced by the construction of the carbon emission statistical accounting system. The work program is formulated to improve the capacity of carbon emission statistics and accounting at all levels, in all fields and industries.

I. Main objectives

By 2025, the annual and rapid carbon emission reporting system at national and provincial levels will be fully established, and a number of industry enterprises will have carbon emission accounting standards and productscarbon footprintAccounting standards have been issued and implemented, positive progress has been made in the construction of the product carbon footprint management system, the national database on greenhouse gas emission factors has been basically built and regularly updated, and the level of capacity for carbon emission-related measurement, testing, monitoring and analysis has been significantly improved.

By 2030, the construction of a systematic and complete carbon emission statistics and accounting system will be completed, the national and provincial carbon emission statistics and accounting systems will be fully established and effectively operated, the carbon emission accounting standards and rules in key industries will be more sound, the carbon emission management capacity of key energy-using and carbon-emitting units will be significantly enhanced, the carbon footprint management system will be more complete, and the carbon emission data will be able to effectively satisfy the requirements for carbon emission control and management at all levels, in all fields and in all industries. emission control requirements at all levels, in all fields and in all industries.

II. Priority tasks

(i) Improvement of the regional statistical accounting system for carbon emissions

1. Comprehensively implement a statistical accounting system for carbon emissions at the national and provincial levels, carry out statistical accounting of carbon emissions at the national and provincial levels, establish a system of annual and rapid reporting of carbon emissions data at the national and provincial levels, and improve the timeliness and quality of the data. 2. In accordance with international compliance requirements, prepare national greenhouse gas inventories on a yearly basis, improve the data collection mechanism, and promote the harmonization of inventory preparation methods with international requirements. Encourage regions in a position to do so to prepare provincial greenhouse gas inventories. 3. Encourage regions to formulate statistical accounting methods for carbon emissions in sub-provincial areas, taking into account the statistical accounting methods for carbon emissions in national and provincial areas, in accordance with the principles of availability of data, feasibility of methods and comparability of results. 4. Strengthening the basic capacity for statistical accounting of carbon emissions at the provincial level and below, promoting the preparation of energy balance sheets or simple energy balance sheets at the local and municipal levels, and clarifying the responsibility for basic data statistics. 5. Give full play to the roles of industry authorities and industry associations, focusing on industrial industries such as electric power, iron and steel, non-ferrous metals, building materials, petrochemicals, chemicals and other fields such as urban and rural construction and transportation, reasonably delineating the scope of carbon emission accounting for industry sectors according to the characteristics of the industry and the needs of management, relying on data such as energy and industrial statistics, accounting for carbon emissions from energy activities and the process of industrial production, the National Carbon Emission Trading Market, the Green Certificate Market and other data to carry out carbon emission accounting for key industry sectors. Relying on energy and industrial statistics, carbon emission accounting for energy activities and industrial production processes, the national carbon emission right trading market, the green certificate trading market and other data, the government will carry out carbon emission accounting for key industries. 6. Relying on the national carbon emissions trading market, carry out carbon emissions accounting for industries. Deepen data quality management, establish data sharing and joint supervision mechanisms, and strengthen the basic support for the accounting work of key industries. (iii) Improving corporate carbon accounting methods

7. Organize the formulation and revision of carbon emission accounting standards and technical specifications for enterprises in key industries, and specify supporting rules for statistical accounting, measurement, monitoring and verification. Combined with the carbon emission characteristics of enterprises in key industries, refine and formulate carbon emission accounting methods or guidelines for important processes or facilities, and orderly promote carbon emission reporting and verification for enterprises in key industries. 8. In the indirect carbon emission accounting of enterprises in key industries, study the calculation methods of carbon emissions related to the use of non-fossil energy power by enterprises. Study the methodological requirements for carbon capture, utilization and storage, and carbon sinks to be offset in the carbon emission accounting of enterprises. (Led by the National Development and Reform Commission and the Ministry of Ecology and Environment, with the participation of the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Transportation and Communications, the National Energy Administration, the State Forestry and Grassland Administration and the Civil Aviation Administration of China)

9. Promoting in an orderly manner the pilot application of automatic carbon emission monitoring systems (CEMS), and encouraging enterprises in the electric power, cement and other industries to try them out first. Relevant monitoring technical guidelines and standard specifications have been issued, and comparative analysis with accounting data has been carried out to improve the accuracy and comparability of carbon emission monitoring data. Strengthen the metrological verification, calibration, testing and evaluation of monitoring systems, and clarify the requirements for data collection and processing methods and data recording formats. (iv) Constructing an accounting system for project carbon emissions and carbon emission reductions

10. Study and formulate guidelines on carbon emission accounting for fixed asset investment projects, carry out research on carbon emission evaluation methods for fixed asset investment projects based on the theory of the whole life cycle, and study the setting of carbon emission access levels for fixed asset investment projects in key industries. (Led by the National Development and Reform Commission, with the participation of the Ministry of Industry and Information Technology, the Ministry of Ecology and the Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transportation, the National Energy Administration and other departments)

11. Study and formulate technical standards, norms or guidelines for environmental impact assessment of greenhouse gas emissions from construction projects in key industries, and improve the technical system of environmental impact assessment. (Led by the Ministry of Ecology and Environment, with the participation of the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transportation, the National Energy Administration and other departments)

12. With regard to projects with outstanding contributions to carbon reduction and sink enhancement, study and formulate methodologies for voluntary greenhouse gas emission reduction projects, and construct a project carbon emission reduction accounting system based on domestic and international standards. (v) Establishment of a soundcarbon footprintmanagement system

13. Formulate and publish national standards such as the general rules on quantitative requirements for product carbon footprints, unify the principles of product carbon footprint accounting, accounting methods, data quality and other requirements, clarify the methodology for identifying and accounting for renewable energy consumption, and strengthen the connection with the basic methodology for accounting for carbon emissions by enterprises and projects and relevant standards. 14. Accelerating the formulation and release of carbon footprint accounting rules and standards for key products, studying and formulating guidelines for the preparation of product carbon footprint accounting standards, gradually expanding the scope of coverage, determining the rules and procedures for the adoption of industry standards and group standards, and adopting group standards with a good basis for implementation as industry standards or national standards. Strengthen the application of green power certificates in the carbon footprint accounting system for key products. 15. Strengthen capacity building for product carbon footprint accounting, cultivate specialized personnel, standardize product carbon footprint professional services, carry out product carbon footprint labeling certification pilots, and cultivate product carbon footprint accounting evaluation and certification agencies with international influence. (vi) Development of a national database on greenhouse gas emission factors

16. Formulate a programme for the construction of a national greenhouse gas emission factor database, organize the development and construction of the factor database, establish a supporting factor database management system, standardize the data management and daily operation of the factor database, and expeditiously publish a batch of carbon emission factors for major energy categories and key basic products, so as to provide baseline data for localities and enterprises to carry out accounting. 17. Organize the collection, research, measurement and analysis of greenhouse gas emission factors, study and improve the methodology for calculating the average emission factor for electric power, and regularly update the average emission factor for electric power and the emission factor for electric power from fossil energy sources across the country and at the provincial level, so as to provide support for the development of carbon emission accounting at the national, regional, industry and enterprise levels. (vii) Promoting the application of advanced technologies and research on new methodologies

18. Establish a carbon emission accounting mechanism based on electric power big data, improve the Electricity-Carbon Analysis Model, set up a professional team to carry out carbon emission data measurement, analysis and application research, standardize the requirements for data collection, accounting, validation and application, and continue to improve the scientificity and accuracy of the model's measurement. (Led by the National Development and Reform Commission, with the participation of all relevant departments)

19. Study the establishment of a carbon emissions forecasting and early warning model, take into account the economic and social development situation and energy consumption structure of the whole country and provincial regions, and analyze and look forward to the achievement of emission control and reduction targets of the whole country and provincial regions, so as to provide reference for the formulation of policies and the promotion of work. (Led by the National Development and Reform Commission, with the participation of all relevant departments)

20. Upgrading the "earth, air and sky" integrated climate change observation network, building a network of high-precision greenhouse gas observation stations and a three-dimensional monitoring system, and strengthening the application of high-precision continuous carbon emission measurement technology by satellite remote sensing. (Led by the Ministry of Ecology and Environment, the China Meteorological Administration and the Chinese Academy of Sciences, with the participation of all relevant departments.)

21. Strengthen research on carbon capture, utilization and storage accounting methodology, and clarify the scope and methods of accounting for carbon capture, transportation, utilization and storage. Formulate methods and standards for recognizing clean and low-carbon hydrogen energy, and carry out accounting for carbon emission reduction effects. (viii) Strengthening international cooperation

22. Strengthen communication and convergence with major trading partners on carbon emission accounting rules, carry out international coordination and cooperation on carbon emission accounting, measurement, testing, monitoring, analysis, standards and certification, and actively participate in the formulation and revision of international standards related to carbon emission accounting and international measurement and comparison. 23. Strengthen international cooperation on basic capacity-building for carbon emission accounting, enhance exchanges and cooperation with foreign parties in methodological research, technical specification development and professional personnel training, and encourage Chinese and foreign enterprises and organizations to cooperate in the construction of background databases, sharing of reference data, and certification of carbon labels on products in accordance with the principle of marketization. III. Organization and implementation

(a) Strengthening work coordination. The National Development and Reform Commission, the Ministry of Ecology and the Environment, and the National Bureau of Statistics, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transportation, the General Administration of Market Supervision, the National Energy Administration and other ministries and departments, have established a coordination mechanism for statistical accounting of carbon emissions to harmonize important policies, strengthen data management, enhance the application of data and carry out basic research, and to promote the formation of synergies in the work.

(ii) Strengthening data management. In accordance with the principle of "who accounts for, who manages, who is responsible for", the management and application of carbon emission data will be strengthened throughout the country, as well as in all regions and industries. Facing the double-control requirements of carbon emissions, the National Development and Reform Commission will work with relevant departments to summarize, manage and share carbon emission data at different levels, carry out situation studies, alerts and warnings, evaluation and assessment based on the relevant data, and share the results of the relevant analyses in a timely manner with the data-providing departments.

(c) Strengthening scheduling and implementation. Each region should formulate a specific plan for the implementation of the relevant work, effectively strengthen the construction of the statistical accounting system for carbon emissions in the region, consolidate the foundation of statistical accounting for carbon emissions, and do a good job of analyzing the outlook of carbon emissions in the region in a forward-looking manner. The National Development and Reform Commission will join hands with relevant departments to carry out scheduling and inspection of the implementation situation in each region at an appropriate time, and supervise and help the regions with lagging work progress.
