On January 10, the National Energy Administration (NEA) issued a notice on the issuance of the "Key Points of Energy Regulatory Work in 2025".
According to the notice, the NEA will emphasize the following regulatory efforts in 2025:
Supervising the implementation of major national plans, policies and projects throughout the entire process. It has formulated implementation rules for green certificate issuance, gradually carried out green certificate verification and cancellation work by categories and phases, and disclosed green certificate issuance and transaction information to the society in a timely manner according to regulations. Continuously iterating and upgrading the national green certificate issuance and trading system, improving the provincial accounts of green certificates and the functions of transfer, cancellation and traceability, organizing the transfer of green certificates for the stock of conventional hydropower, and exploring the coordination and linkage with the qualification and credit information system.
Strengthen the regulation of fair access to pipeline facilities.Carrying out special supervision on the fair opening of power grids, focusing on the supervision of the normality of the process of accessing power grids by various subjects, the interconnection of incremental distribution grids and power grids, the investment and construction of power grid enterprises to connect to the grid project, and information disclosure and reporting, etc., and supervising the power grid enterprises in strictly fulfilling their responsibilities for the fair opening of power grids, and standardizing the opening of service behaviors.
Strengthening the investigation and remediation of safety risks and hazards.We have promoted the three-year action to address the root causes of energy and power system safety production, strengthened the safety risk control of important power transmission channels, key information infrastructure of electric power, new energy sources and new types of subjects involved in the network, completed the assessment of the safety risk of important energy infrastructures, and set up a mechanism for regular analysis and summary of the lessons learned from electric power safety production, so as to enhance the level of prevention and control of accidents. Highlights of energy regulation in 2025
The general idea of energy regulation in 2025 is to take Xi Jinping's thought of socialism with Chinese characteristics in the new era as the guidance, deeply study and implement the spirit of the 20th CPC National Congress and the 2nd and 3rd Plenary Sessions of the 20th CPC Central Committee, deeply implement General Secretary Xi Jinping's important exposition on the construction of a unified national electric power market, and improve the regulatory system mechanism for natural monopoly links, etc., and accurately grasp the political attributes, people's attributes, economic attributes, and social attributes of energy regulation. First, around the "state of the art", to strengthen the energy security supply regulation
(i) Improve the monitoring and early warning consultation mechanism. Promote the optimization of coal power capacity tariff mechanism, to ensure that the peak coal power units reasonable income. III. Strengthening the regulation of natural monopolies in energy by focusing on fairness and equity

Carrying out special supervision of fair opening of power grids, focusing on the supervision of various types of subjects to access the normative nature of the power grid process, the incremental distribution network and power grid interconnection, power grid enterprises to invest in the construction of grid connection projects, information disclosure and reporting, etc., and urging power grid enterprises to strictly fulfill their responsibilities for fair opening and standardize the opening of service behavior. IV. Strengthening the construction and regulation of the electricity market around the top-level design

(k) Optimizing the function of market mechanisms. Promote the expansion of inter-provincial and inter-regional power market-oriented trading, strengthen the mutual assistance of surplus and shortage, give full play to its role in energy supply and clean energy consumption, and support the participation of power users meeting the conditions in inter-provincial and inter-regional green power trading.
