To achieve Chinese-style modernization, we must accelerate the comprehensive revitalization of the countryside. At present, agriculture is enjoying another good harvest, and rural areas are harmonious and stable, while the international environment is complex and severe, and the uncertainties and unpredictable factors facing China's development have increased. The more we deal with risks and challenges, the more important it is to strengthen the foundation of the "three rural areas". To do a good job in the "three rural areas" in 2025 and in the coming period, we should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress and the Second and Third Plenums of the 20th CPC Central Committee, and thoroughly implement the important expositions of General Secretary Xi Jinping on the work of the "three rural areas". comprehensive revitalization of the countryside, building a strong agricultural country, taking reform and opening up and scientific and technological innovation as the driving force, consolidating and perfecting the basic rural business system, studying and applying the experience of the "Ten Million Project" in depth, ensuring national food security, ensuring that poverty does not return on a large scale, and upgrading the level of rural industrial development, rural construction, and rural governance. We will do everything possible to increase agricultural efficiency, rural vitality and farmers' incomes, and to provide basic support for the advancement of Chinese-style modernization.
I. Continuous enhancement of the ability to ensure the supply of food and other important agricultural products
(i) Deepening the promotion of large-area yield-enhancing actions for grain and oil crops. Stabilize the sown area of grain, focus on yield and quality improvement, and ensure stable and abundant grain production. Further expand the scale of implementation of the Grain Yield Improvement Project, increase the integration and promotion of high-yield and high-efficiency models, promote water and fertilizer integration, and promote large-scale yield increases. Strengthen the implementation of a new round of 100 billion kilograms of grain production capacity enhancement tasks. Take measures to consolidate the results of soybean seed expansion, tap the potential of rapeseed and peanut seed expansion, and support the development of oil tea and other woody oilseeds. Promote the stabilization of cotton, sugar and natural rubber production and improve quality.
(ii) Supporting the stable development of the livestock industry. Monitor and regulate pig production capacity, and promote stable development. Promote relief for the beef and dairy cattle industries, and stabilize basic production capacity. Implement national standards for sterilized milk, and support the integrated development of dairy farming and processing, with family farms and farmers' cooperatives as the mainstay. Strictly supervise the enforcement of pig slaughtering and quarantine, and strengthen the prevention and control of major animal diseases and key zoonotic diseases. Upgrading forage production capacity and accelerating the transformation and upgrading of grassland animal husbandry.
(c) Strengthening the protection and quality enhancement of arable land. Strictly controlling the total amount of arable land and "determining the occupation of arable land on the basis of replenishment", incorporating all types of arable land occupation into the unified management of the balance of occupation and replenishment, and ensuring that the total amount of arable land within the province is dynamically balanced on an annual basis. Improve the quality evaluation and acceptance standards for supplemental arable land. It has continued to rectify the problems of "greenhouses", encroachment on arable land, "lake-digging and landscaping", and indiscriminate encroachment on arable land for building houses, etc., and has resolutely curbed illegal behaviors of destroying arable land. A basic crop catalog has been formulated, and a monitoring system for cultivation purposes of arable land has been established. The "non-food" rectification of arable land will be carried out in an orderly manner, and a necessary transition period will be set up in conjunction with the actual development of industries and the growth cycle of crops. Promote the construction of high-standard farmland with high quality, optimize the construction content, improve the mechanism for farmers to participate in the whole process of project implementation, and strengthen the supervision of the whole process of project quality. It has steadily pushed forward the pilot project of comprehensive utilization of saline and alkaline land, and strengthened the management of erosion ditches in the black soil area of the northeast and acidified and degraded arable land in the south. Classify and promote the reclamation and utilization of abandoned land. Under the premise of ensuring that the task of protecting arable land within the province is not lowered, unstable arable land in river channels that affect flood safety, etc., will be withdrawn in a steady and orderly manner. Strengthening the protection of traditional terraces.
(d) Promoting synergistic research in agricultural science and technology. Scientific and technological innovation will lead the agglomeration of advanced production factors and the development of new agricultural productivity according to local conditions. Aiming at accelerating breakthroughs in key core technologies, it will strengthen the coordination of agricultural research resources and cultivate leading enterprises in agricultural science and technology. We will deeply implement the seed industry revitalization action, give full play to the role of major agricultural research platforms such as the "Silicon Valley of Southern Breeding", and accelerate the development of a number of breakthrough varieties. It will continue to promote the industrialization of biological breeding. Promote the high-quality development of agricultural machinery and equipment, accelerate the R&D and application of domestically produced advanced and applicable agricultural machinery and equipment, and promote the scrapping and renewal of old agricultural machinery. Support the development of smart agriculture and expand the application scenarios of artificial intelligence, data, low altitude and other technologies.
(v) Strengthening agricultural disaster prevention and mitigation capacity building. It has strengthened meteorological services for agriculture, enhanced disaster risk monitoring and early warning and forecasting, and made good use of regional agricultural socialization service centers to minimize disaster losses. It will build a modernized flood prevention and mitigation system, comprehensively carry out the removal and reinforcement of reservoirs at risk, strengthen the management of small and medium-sized rivers and the construction and renovation of large and medium-sized irrigation districts, and push forward the construction of key facilities in flood storage areas and the reform of management mechanisms. It will strengthen the management of flooded areas in the plains, promote the construction of farmland water conservancy facilities and ditch remediation, and accelerate the repair of disaster-damaged farmland and irrigation and drainage facilities. Strengthen the construction of farmland protection forests. Do a good job of monitoring and early warning of crop pests and diseases and unified control. Enhance the capacity of forest and grassland fire prevention and suppression.
(vi) Improving the policy system for supporting food production. Implementing the minimum purchase price policy for rice and wheat, improving the corn and soybean producer subsidy and rice subsidy policies, and stabilizing the subsidy policy for the protection of arable land. Reduce the proportion of county-level premium subsidies for agricultural insurance in large grain-producing counties, and promote the expansion of full-cost insurance for rice, wheat, corn and soybeans, as well as the area insured by planting income insurance. Encourage localities to carry out special loan subsidy pilots for grain and oil cultivation. Improve the reward and incentive system for major grain-producing areas, and increase support for major grain-producing counties. Launch the implementation of inter-provincial horizontal benefit compensation for grain-producing and marketing areas under central coordination, and do a good job of fund-raising and distribution. Gradually expand the scope of implementation of actions to enhance the public service capacity of large grain-producing counties.
(vii) Improving mechanisms for coordinating trade and production of agricultural products. Comprehensive measures have been taken to promote the maintenance of prices for grain and other important agricultural products at reasonable levels, stabilize supply and demand in the market, protect the incentives of grain farmers, and safeguard the interests of farmers. Crack down on smuggling of agricultural products and other illegal acts. Strengthening the construction of biosecurity systems at ports. Improve the early warning system for damage to the agricultural products industry. We will do a good job in grain acquisition in an orderly manner and strengthen the supervision of grain reserves. Strengthen the release of agricultural market information and guidance of expectations.
(h) Building a diversified food supply system. We are practicing the concepts of large-scale agriculture and large-scale food, and are developing food resources in all directions and in many ways. It will strengthen the construction of emergency supply bases for vegetables and implement modern facility agriculture renewal projects around large and medium-sized cities. Promote the high-quality development of fisheries, support the development of deep-sea aquaculture and the construction of sea ranches. Developing forest food and enriching the "forest food bank". (ix) Improving the long-term mechanism for food and food conservation. Solidly promoting food conservation and anti-food waste actions, and establishing and improving incentive and constraint mechanisms. It has vigorously advocated healthy diets, strengthened guidance on the use of oil in public canteens and catering organizations, and promoted diets that reduce oil, salt, sugar and whole grains. II. Continuing to consolidate and expand the results of the fight against poverty
(j) Keeping the bottom line of not returning to poverty on a large scale. The Government will continue to consolidate and improve the achievements of the "three guarantees" and the drinking water safety guarantee, strengthen follow-up support for relocation, and prevent any slackening of thinking and work. The effectiveness of monitoring and assistance in preventing the return of poverty and poverty-causing households has been enhanced, and households at risk of returning to poverty and poverty-causing households have been included in the assistance in a timely manner. In-depth action is being taken to prevent the return of poverty through employment, enhance the employment-absorbing capacity of support workshops, and stabilize the scale of work and income of people who have escaped from poverty. (xi) Coordinating the establishment of a mechanism for preventing the return of poverty to rural areas and a system of stratified assistance for low-income populations and underdeveloped areas. An overall assessment of the effective linkage between consolidating and expanding the results of poverty eradication and rural revitalization is being carried out, and studies are being conducted to formulate a system of post-transitional assistance policies. Coordinated efforts are being made to identify and recognize low-income rural populations and targets for preventing the return of poverty. Focusing on stimulating endogenous motivation, strengthening developmental support for low-income rural populations with the ability to work, strengthening social assistance pockets, supporting the revitalization and development of underdeveloped regions, establishing a system of tiered and classified assistance, and providing differentiated support through mechanisms such as East-West collaboration and targeted assistance.
(xii) Improving the long-term management mechanism for assets formed from national inputs in the fight against poverty. A comprehensive inventory of assets formed from national inputs in the fight against poverty will be conducted, and a unified asset registration and management ledger will be established. It will formulate asset management methods for support projects, improve the system for monitoring the entire process of asset formation, transfer of rights, management and operation, and distribution of proceeds, so as to promote the preservation of the value of operational assets and the continued functioning of public welfare assets. It has improved the asset classification and disposal system and supported localities in revitalizing inefficient and idle assets.
Third, focus on growing the county's rich industry
(xiii) Developing rural specialty industries. Adhere to the laws of the market, vigorously develop green and characteristic agricultural products, promote the transformation and upgrading of the agricultural products processing industry, implement the agricultural brand boutique cultivation plan, create characteristic agricultural clusters, and enhance the level of agricultural industrialization. In-depth implementation of the rural industrial integration development program, and cultivate new industries and new business forms in the countryside. Promote the deep integration of rural culture and tourism, carry out the pilot project of cultural industry empowering rural revitalization, and enhance the level of rural tourism characterization, boutique and standardization. Accelerate the construction of a modern circulation network for agricultural products and agricultural materials, and support various types of subjects to collaborate in building supply chains. Promote the high-quality development of rural e-commerce.
(xiv) Improving the mechanism for linking up with farmers and bringing them along. Improve the mechanism for linking the support policies of new agricultural business entities to the increased incomes of farmers, and make linking farmers to the agricultural sector an important basis for policy favoritism. Guiding enterprises, farmers' cooperatives, family farms and farmers to work closely together and cooperate, so that farmers can share more of the value-added benefits of the industry through guaranteed dividends, shareholding and participation, and service drive. Regulate and guide social investment in agriculture and rural areas, and improve risk prevention mechanisms.
(xv) Broadening channels for farmers to increase their income. Farmers are being guided to develop industrial projects that are suitable for family-run businesses, and to develop the courtyard economy, forest economy and lodging economy in accordance with local conditions. It will increase policy support for stable employment, strengthen employment services and labor collaboration, and cultivate and promote unique labor brands. Promoting home economics and agricultural action. Strengthen employment support for older migrant workers. Promote the comprehensive coverage and effective operation of the system for guaranteeing the payment of wages to migrant workers, and rectify all kinds of wage problems in accordance with the law. Developing distinctive county economies, supporting the development of people-enriching industries with large employment capacity, and promoting farmers' employment and income-generating activities in their neighborhoods. Implementing special actions to strengthen and benefit farmers and enrich them in the digital countryside. Expanding the scale of implementation of food-for-work projects, and promoting food-for-work in key engineering projects and agricultural and rural infrastructure construction.
IV. Investing in the countryside
(p) Coordinating urban and rural planning in counties. In response to demographic trends and the organic combination of comprehensive rural revitalization and new-type urbanization, county and township territorial spatial planning has been brought into play as a spatial coordinator and factor guarantor to promote the integration of urban and rural industrial development, infrastructure and public services. To improve the quality and effectiveness of village planning, it is not allowed to require full coverage of village planning, and those that do not need to be prepared can be controlled and guided in county and township territorial spatial planning, or general management regulations can be issued. Reasonably determining the focus and priorities of village construction, integrating construction and management, and exploring village construction models with regional characteristics. On the premise that the total amount of arable land will not be reduced and that the layout of permanent basic farmland will be basically stabilized, comprehensive land improvement will be carried out throughout the entire region, with the county as the coordinating unit and townships as the basic implementation units.
(xvii) Promoting the extension of infrastructure to rural areas. The integration of urban and rural water supply, the scaling up of centralized water supply and the standardization of small-scale water supply have been promoted, and where conditions exist, rural water supply can be implemented under county management and professional management and care. It has implemented a new round of rural road upgrading actions, carried out risk hazard investigation and remediation of rural roads and bridges and tunnels, and continued to promote the high-quality development of the "Four Good Rural Roads". Consolidate the results of passing buses to townships and formed villages with conditions, improve rural waterway transportation and travel conditions, and promote the integrated development of rural passenger, cargo and mail. Deepening express delivery into villages and strengthening the construction of village-level comprehensive service stations for mail delivery and logistics. It has deepened the construction of county commercial systems, supported the layout of county markets for chain operations, and promoted the extension of cold-chain distribution and instant retailing to townships. Promoting the replacement of old consumer goods with new ones in rural areas, and improving the recycling network for used home appliances. Upgrading the level of universal telecommunications services in rural areas. (xviii) Improving the level of basic public services in rural areas. It is optimizing the allocation of regional educational resources, upgrading the conditions of boarding schools and the management of fire and safety, and running the necessary small-scale rural schools. Comprehensively strengthening the management of the Nutrition Improvement Program for Rural Compulsory Education Students, ensuring food safety and the standardized use of funds. Promoting the construction of close-knit county medical communities with a focus on personnel sinking, upgrading the service capacity of central township health centers, and promoting the construction of a telemedicine service system. It has strengthened rural infectious disease prevention and control and emergency disposal capacity building, and carried out in-depth national fitness and patriotic health campaigns. Improving the long-term mechanism for basic medical insurance participation, and raising the maximum payment limit for major disease insurance in the following year for rural residents who have continuously participated in the insurance program and who have received zero reimbursement in the current year. Improving the three-tier old-age service network in counties and villages, carrying out pilot projects for innovation in the county old-age service system, and encouraging the development of mutual-help old-age services at the village level. (xix) Strengthening the management of the rural ecological environment. The Government has fought an in-depth battle against pollution in agriculture and rural areas, and has continued to promote the improvement and upgrading of rural human settlements and the construction of beautiful villages. It has improved the mechanism for implementing rural toilet renovation and perfected the socialized management and service system. It has chosen rural sewage management models according to local conditions, promoted the synergistic management of toilet feces and sewage, and basically eliminated large areas of black-smelling water bodies in rural areas. Promote the reduction of rural domestic garbage at source, local treatment and resource utilization. Strengthen the systematic management of prominent areas of agricultural surface pollution, and enhance the resource utilization of livestock and poultry waste and the treatment of aquaculture tail water. Promote the safe utilization of contaminated arable land, and strengthen the traceability and remediation of soil heavy metal pollution on agricultural land. Support the comprehensive utilization of straw, accurately delineate the scope of the ban on burning, and implement the ban on burning control requirements in accordance with the law. Vigorously promote the "Three Norths" project, strengthen resource synergy and joint prevention and treatment, and enhance the effect of comprehensive management of sand prevention and sand control. Strengthen grassland ecological protection and restoration. Promote the construction of ecologically clean small watersheds. Firmly promote the 10-year ban on fishing in the Yangtze River, and strengthen the rescue of rare and endangered species and ecological restoration of important habitats in the Yangtze River.
V. Investing in a sound rural governance system
(xx) Strengthening the construction of grass-roots party organizations in rural areas. We are promoting Party building for rural revitalization, insisting on Party building to lead grass-roots governance, and improving the leadership capacity of grass-roots Party organizations. The Party and government leadership teams at the county level will remain stable in their terms of office, continue to strengthen the construction of leadership teams and cadres in townships and cities, and strive to solve the problem of some young cadres not being able to adapt to the conditions at the grass-roots level in the countryside. We have also done a good job of replacing the "two committees" in villages across the country, concentrating on rectifying weak and lax village Party organizations, and promoting the role of first secretaries and task forces stationed in villages. It will also strengthen the education and training of rural Party members and cadres. It will improve the grass-roots supervision system, and strictly supervise the management of village cadres, especially the "one-shoulder" staff. It has further improved the system of publicizing village affairs and democratic deliberation, and supported the participation of farmers in village-level deliberation and consultation through multiple channels. It has continued to deepen the remediation of unethical practices and corruption in the area of rural revitalization, carried out solid inspections of villages, and refined and improved the norms for the clean performance of duties by grass-roots cadres in rural areas in the new era.
(xxi) Continuing to rectify formalism and reduce the burden on the grassroots. A list of matters relating to the performance of duties by townships (streets) has been fully established, supervision and assessment of implementation have been strengthened, and a dynamic adjustment mechanism has been improved. The long-term mechanism for strict control of staff seconded from counties and townships has been improved. (xxii) Strengthening the construction of a civilized countryside. The construction of spiritual civilization in rural areas in the new era will be further strengthened, ideological and political leadership will be reinforced, and a project to build a civilized countryside will be carried out, with a view to promoting a deeper penetration into the hearts of the people of the Party's innovative theories and a broader practice of core socialist values. We will foster new styles and attitudes, deepen practical activities such as "I do practical things for the masses", and promote the construction of harmonious families and neighborhoods. We will strengthen publicity and education on national unity and progress, and forge a strong sense of community among the Chinese nation. It has established a mechanism for high-quality cultural resources to reach the grassroots, enriched the supply of cultural services and products in rural areas, innovated in cultural activities benefiting the people such as "opera in the countryside", strengthened the support of local cultural experts, and guided the healthy development of mass cultural and sports activities. It is also pushing forward the construction of protected areas for the characteristics of traditional villages, strengthening the protection and inheritance of rural cultural heritage and its adaptive use, and carrying out in-depth rural cultural relics protection projects.
(xxiii) Promoting the change of customs in rural areas. It is promoting comprehensive management of the problem of exorbitant bride price in rural areas, giving full play to the role of women's federations, the Communist Youth League and other organizations, and strengthening public welfare marriage services and care for marriageable groups in rural areas. It has also stepped up its efforts to crack down on illegal behaviors such as wedding trusts and marriage scams. Strengthen the standardized management of ancestral halls. Deepen funeral reform and promote the construction of public welfare ecological burial facilities. It will continue to rectify outstanding problems such as comparison of favors, large-scale ceremonies, generous burials, loose burials, etc., and improve binding norms and advocacy standards. It will standardize the rural performance market and thoroughly rectify vulgar performance activities. It has strengthened the construction of rural popularization of science and opposed feudal superstition.
(xxiv) Maintaining stability and tranquillity in rural areas. It is adhering to and developing the "Fengqiao Experience" of the new era, strengthening the investigation and resolution of conflicts and disputes in rural areas, improving the mechanism for information-sharing and collaborative resolution, and creating a positive and healthy social atmosphere. It has improved the normalized mechanism for combating black and evil in rural areas, and has prevented and curbed the growth and spread of "village hegemony" and the black and evil forces of families and clans. The management of religious affairs in rural areas has been strengthened. In-depth crackdowns on rural gambling have been carried out, rural anti-drug defenses have been strengthened, and economic crimes such as pyramid schemes and frauds in rural areas have been cracked down on. It has also improved the organizational system for rural emergency management, and strengthened the source control, investigation and remediation of safety risks in such areas as rural road traffic, gas, firefighting and self-built housing.
VI. Efforts to improve the institutional mechanism for factor security and optimal allocation
(xxv) Stabilizing and improving rural land contracting relations. Adhering to the principle of "major stabilization and minor adjustments", the Government will orderly promote the pilot project of extending the second round of land contracting for another 30 years after its expiration, expanding the scope of the pilot project throughout the provinces, appropriately resolving contradictions and disputes in the extension of contracting, and ensuring that the vast majority of contracted land for farmers is extended in general and remains stable. Improve the management and service system for the transfer of contracted land management rights, and refrain from promoting land transfer through the issuance of targets and assignments. Encourage the stabilization of transfer fees at a reasonable level through the release of transfer price indices and in-kind rent calculation. Cultivate new agricultural management bodies, improve the quality and efficiency of agricultural socialization services, and enhance the ability to drive farmers.
(xxvi) Managing and utilizing rural resources and assets. A solid job has been done in confirming and registering the rights to housing and land as one housing site. Explore effective ways of realizing the revitalization and utilization of housing legally owned by farming households through leasing, shareholding, cooperation and other means. Urban residents are not permitted to purchase farm houses or residential bases in rural areas, and retired cadres are not permitted to build houses on land in rural areas. The reform of market entry of rural collective operating land for construction is being pushed forward in an orderly manner, and mechanisms for the distribution of proceeds and protection of rights and interests are being improved. A new type of rural collective economy is being developed according to local conditions, with no hard targets for collective income and strict control over collective business risks and debts. It has continued to deepen the special governance of rural collective funds, assets and resource management. Promoting the standardized management and rational utilization of newly cultivated land.
(xxvii) Innovating investment and financing mechanisms for rural revitalization. Priority has been given to guaranteeing general public budgetary inputs in agriculture and rural areas, and performance management incentives and constraints have been strengthened. Increase support for major projects in agriculture and rural areas through investment in the central budget, ultra-long-term special government bonds and local government special bonds. Using monetary policy tools such as refinancing, rediscounting and differential reserve requirement ratios, financial institutions have been encouraged to increase capital investment in rural revitalization. Supporting financial institutions to issue special financial bonds for the "three rural areas". Encourage qualified enterprises to issue rural revitalization bonds. Deeply promote the construction of the rural credit system, and strengthen the collection and sharing of credit information related to agriculture. Promote collateralized financing and loans for livestock and poultry and agricultural facilities. It will adhere to the positioning of small and medium-sized rural banks as supporters of agriculture and small businesses, accelerate the reform of rural credit unions with one policy for each province, and push forward the reform and reorganization of village and township banks in a prudent and orderly manner. It will improve the multi-level agricultural insurance system and support the development of specialty agricultural product insurance.
